Teachers and Civil Servants Receive 60% of Public Service Salary Increase

Teachers and national government employees reaped sixty percent of the additional salaries that went into the public service in the fiscal year that ended in June, receiving a total of Sh40 billion out of the Sh65.8 billion recent salary increase.


According to the most recent report from the Salaries and Remuneration Commission (SRC), as Kenya’s public service wage bill increases, these two categories receive the majority of the funds.

According to the SRC, it was reported that wage payments in the public service increased by 4.8 percent during FY 2021/22 and are expected to experience further growth, reaching Sh1.1 trillion in FY 2022/23.

The ratio of the wage bill to nominal GDP is anticipated to undergo a slight reduction, reaching 7.58 percent in FY 2022–23 and further decreasing to 7.19 percent in FY 2023–24.

The Teachers Service Commission’s wage bill in 2022–23 was Sh372.14 billion, an increase of Sh22.24 billion, representing a third of the increase in salaries to the public service during the year.


National government employees received an additional Sh17.85 billion during the year that ended in June, while county employees received an additional Sh12.09 billion.


The salaries commission notes that the public service’s wage bill to conventional revenue ratio will remain high at 43.54 percent in 2022–23, implying that out of every Sh100 in taxes collected by the Kenya Revenue Authority, Sh43.5 will go toward paying public service workers’ salaries.

The SRC projected that the total compensation bill would increase by 6.36 percent in fiscal years 2022–23 and 6.37 percent in fiscal years 2023–24.


Teachers and national and county governments are the main employers in the public sector.


In the two years from July 2022 to June 2024, teachers and national government workers will continue to be the largest beneficiaries of the public service pay raises.

The SRC projects that the public wage bill will increase by Sh136 billion over the next two years, with Sh83 billion allocated to teachers and civil servants.
Junior police officers receive a Sh1,000 pay increase while their superiors collect the money. Ksh. 11,000 per month.


According to the report, county salaries will increase by an additional Sh25 billion over the next two years, while employees in State corporations, universities, social service sectors, and commissions will receive 20.7% of the additional Sh136 billion.

The SRC reported that in the fourth quarter of FY 2022/23, the expenditure on personnel emoluments (PE) in the national government is expected to be Sh152.33 billion, reflecting a growth of 10.62 percent in comparison to Sh137.78 billion during a corresponding period in FY 2021/22.

According to the SRC, the total expenditure is set to rise from Sh405.82 billion in the third quarter to Sh577.87 billion in the fourth quarter.
