Introduction to Grade C2

Grade C2 is a job classification under the Teachers Service Commission (TSC) in Kenya, designated for newly employed secondary school teachers who possess a university degree in education.

These individuals are typically fresh graduates entering the teaching profession at the secondary school level. The TSC places such teachers at this entry-level position to begin their official employment within public secondary institutions.

C2 Teacher Eligibility and Entry Requirements

To be appointed as a Grade C2 teacher, a candidate must meet specific academic and professional criteria. Holders of a university degree in education qualify for immediate placement into Grade C2 without prior teaching experience.

On the other hand, diploma holders must serve for at least three years in Grade C1 before being eligible for promotion to Grade C2. Moreover, diploma teachers aspiring to progress to Grade C3 are required to undergo promotional interviews, a step not mandatory for their degree-holding counterparts.

According to Amemo, the promotion to higher job grades within the TSC heavily depends on the number of years spent in the current grade. He explained that while the commission currently requires at least three years of service for one to be eligible for a higher grade, there have been proposals in the National Assembly pushing for this requirement to be reduced to six months.

He further noted that career progression also considers improvements in subject performance, participation in co-curricular activities, and responsibilities held within the school.

Grade C2: T Scale 7 New Basic Salary

The Teachers Service Commission is responsible for employing teachers and determining their pay based on job grades and qualifications. Teachers in Grade C2 are part of the salary structure introduced following the implementation of the Collective Bargaining Agreement (CBA), which saw notable increases in teachers’ earnings. Grade C2 represents the starting point for many university-trained secondary school educators.

The commission has organised salaries into seven levels within the C2 category, with each level offering a different basic salary amount. These pay points ensure that progression within the grade reflects a teacher’s experience and performance.

Disparities in Allowance Distribution

Although the basic salary for teachers in job group C2 remains uniform, there are notable differences in allowances, primarily influenced by where a teacher is posted.

A teacher from Dagoretti High School pointed out that those in urban areas benefit from higher house allowances compared to their counterparts in rural regions. She further noted that teachers deployed in designated hardship areas are also compensated with hardship allowances.

Amemo explained that teachers in hardship zones benefit from extra allowances as defined by government classifications. She mentioned, “We all earn the same basic salary in C2, but allowances vary depending on location.”

Annual Salary Increments for C2 Teachers

The Teachers Service Commission (TSC) introduced an annual salary increment in 2018, which ensures that teachers’ pay increases each year regardless of job group progression. C2 teachers typically receive an increment ranging between Ksh 1,000 and Ksh 6,000 annually, depending on their salary scale.

Speaking on the matter, the Dagoretti teacher clarified that increments are influenced by the teacher’s experience and job group level. She said, “The more years you serve, the higher your increment, though it also depends on the commission’s priorities and budget availability.”

TSC also considers the availability of funds from the national treasury. In support of this, the National Assembly has proposed an allocation of Ksh 1 billion this year for teacher promotions and Ksh 2 billion annually from the following year onwards.

In conclusion, the 2025 TSC Salary and Allowances for Lecturers, Primary, SNE, Secondary, and Senior Teachers (GRADE C2 – T SCALE 7) stand as a testament to the commitment of the Teachers Service Commission to recognize and reward the invaluable contributions of educators. Ensuring proper remuneration is one of the strategies to enhance teacher motivation and welfare. The salary structure and allowances for C2 teachers in Kenya have seen noticeable improvements, particularly following the implementation of the Collective Bargaining Agreement. As teachers embrace the opportunities and challenges that the new year brings, a comprehensive knowledge of their remuneration package empowers them to make informed decisions about their professional journey.
