Universities and TVET New Financial Model Courses and Their Annual Fees
The new funding model for universities and Technical and Vocational Education and Training (TVET), which was passed to prevent the financial collapse of public universities and colleges, is gaining momentum rapidly.
The new model includes loans, scholarships, and household contributions based on a formula that classifies students as vulnerable, extremely needy, needy, and less needy.
Students from disadvantaged backgrounds will receive 82% scholarships and up to 18% financing. In this category, parents will not be required to contribute. In the category of acute need, students will receive 70 percent scholarships and up to 30 percent loans with no contribution from their parents.
The government has hailed the structure, but critics say it will overburden parents with costs and leave students with enormous loans they may struggle to repay.

Students in need will receive 53% in scholarships and up to 40% in loans, while they will contribute 7% of their own funds. Students with less financial need are eligible for 38% of scholarships and loans of up to 55%, with families contributing 7%.
In order to determine a family’s eligibility and placement in one of the four categories, the government will use data from state agencies to determine its financial capacity. The data will include tax returns, health insurance, and contributions to retirement plans.
According to University Fund Chief Executive Officer Geoffrey Monari, the data will provide information about a student’s financial history and family income.
The new model differs from the previous model, in which the government was expected to pay 80% of university fees and parents the remaining 20%.

Bachelor of Commerce (B.Com.)
Training is one of the most prevalent in Kenyan universities. The course at the University of Nairobi costs a total of Ksh215,150 per year.
If a child falls into the vulnerable category, the parent will be required to pay Ksh39,627. This is after the government provides a Ksh180,523 scholarship.
In the category of acute need, parents will be required to pay Ksh66,045, which includes the 30% loan and the Ksh154,105 scholarship.
Parents of a needy student must pay a Ksh22,015 household contribution and trust that the government will provide the remaining Ksh110,075 in scholarship funds.
The parents will pay a total of Ksh 110,075 in addition to the Ksh 88,060 loan. Students in the category of less Needy will pay a total of Ksh136,493.
This is after the government provides a scholarship and loan totaling Ksh83,657 and Ksh121,083, respectively. Parents will contribute Ksh. 15,411 to the plan.

The institution with the cheapest tuition for this course is Egerton University, which charges Ksh337,940.
This means that parents of vulnerable students will pay the lowest sum of Ksh 60,829 per student. Those in the category of the less needy will ultimately pay the greatest amount, Ksh209,523.
In addition, depending on the type of institution, parents transporting their children to Moi will pay an average of Ksh244,800 per student.

This is an additional marketable course for students interested in entering the media industry.
Annual tuition at UoN is Ksh240,550, with parents contributing Ksh16,838. In contrast, parents whose children will attend KU, JKUAT, or Moi will pay Ksh14,280. Parents will be required to pay Ksh16,340 for Egerton, which offers Ksh233,440.
It is evident from the table above that parents in the needy and less destitute categories will pay the most in the long run, with average charges of Ksh 100,000.

JKUAT has the highest annual tuition rate for Bachelor of Law students, at Ksh238,208, with parents paying Ksh16,674. This is followed by UoN, where Ksh15,529 of Ksh221,850 is charged.
KU and Moi offer the same tuition rate of Ksh183,600, and parents are expected to pay Ksh12,855. At Egerton, where the minimal cluster point for law students is a mean grade B, parents will be required to contribute Ksh15,029.

Parents whose children fall into the vulnerable category will pay the least, with an average rate of Ksh50,000, while parents whose children fall into the less vulnerable category will pay the most, with an average rate of over Ksh150,000.
