Ruto Signs CDF Bill to Increase School Bursaries and Support Feeding Programs

To guarantee smooth learning, the government has raised bursaries under the Constituencies Development Fund. President William Ruto signed the National Government Constituencies Development Fund (Amendment) Bill into law on Monday.

The bill raises the allocation from 35% to 40%, making it easier for students to continue and complete their studies.

The additional funding will also be used to support school nutrition programs, particularly in drought-stricken areas.

“This will check drop-outs, boost enrollment and further the Government’s efforts to increase literacy,” said Majority Leader Kimani Ichung’wah.

The Act also raises the CDF allocation for environmental efforts from 2% to 5% in order to fund the climate problem.

Furthermore, it establishes a 3% allocation of the Fund for Constituency digital hubs.

According to the government, the centers are critical in enabling youth to gain skills that would improve their employment.

In the meantime, the President signed the National Lottery Bill (National Assembly Bill No. 69 of 2023).

This sets the path for the formation of the National Lottery Board, which will oversee the newly created National Lottery.

The Board will be in charge of overseeing, controlling, and monitoring the National Lottery’s operations.

It will also be tasked with putting in place safeguards to avoid fraud in the administration of the National Lottery.

Mr Ichung’wah, the Bill’s sponsor, stated that the National Lottery’s purpose is to fund social development in the country.

Among those present were Deputy President Rigathi Gachagua, Speaker of the National Assembly Moses Wetangula, Attorney General Justin Muturi, and Solicitor General Shadrack Mose.
