Public Service Boards Wants Job Group Grading by SRC Revised
The County Public Service Boards in the country have raised concerns about the grading of job groups by the Salaries and Remuneration Commission (SRC).
On Monday, Jared Kopiyo, the chairperson of the CPSB National Consultative Forum, announced that they have discovered that they are ranked lower than certain county officials who are supposed to receive their directives from the County Public Service Boards.
He mentioned that there had been an issue with the salary and grading structure of the County Public Service Board members and their leadership.

Kopiyo, speaking at the official opening of the 9th Annual Convention of the County Public Service Boards National Consultative Forum at the PrideInn Hotel, Mombasa, emphasized the need for the SRC to rectify these grading issues.
He gave an example to illustrate this point, highlighting the grading of county secretaries as significantly higher than that of members of the County Public Service Board and the chairperson.
Kopiyo explained that county secretaries carry out their duties based on delegation by the service boards.
He emphasized that delegation typically flows from superior to junior, so it is inappropriate for individuals who should ultimately report to them to have higher grades and earn substantially more in salaries.
Kopiyo mentioned that this issue has been under discussion with the SRC for some time.
He noted some progress in addressing the issue and mentioned an alternative course of action involving a court process.
However, simultaneously, the CPSB National Consultative Forum disclosed that they are also pursuing a legal process to resolve the matter amicably.

He also mentioned that they had engaged with the Salaries and Remuneration Commission (SRC) and that the court had already issued an order for an out-of-court engagement with the aim of reaching a consensus on the matter of their salaries.
Kopiyo stated that if the out-of-court negotiations fail, they will proceed with the legal process.
He declared that if the out-of-court process failed to produce results, both the board and the forum were ready to take the matter to court.
The one-week meeting in Mombasa brought together CPSB members and leaders from all 47 counties in the country to deliberate on the crucial significance of their work.
This year’s theme is “The Role of County Public Service Boards in Advancing Good Corporate Governance for Sustainable Development.”
He explained that the purpose of the forum was to bring together members of the boards from all 47 counties to discuss areas of common interest related to their mandates.

He described the convention as a platform for sharing experiences, learning about best practices at both national and global levels, and allowing for open discussions and knowledge exchange.
Farida Abdhalla, the vice chairperson of the CPSB National Consultative Forum, emphasized that the County Public Service Boards have the responsibility to ensure the efficient and ethical management of public services in the counties to foster long-term sustainable development.
She stressed that corporate governance is a fundamental pillar of public service institutions.
She stressed that the forum’s focus was on ensuring transparency, accountability, and fairness in decision-making, resource allocation, and service provision, especially in a time characterized by rapid change and increasing public expectations.
During the convention, the boards will explore various aspects of corporate governance and how it can propel sustainable development in the counties.
He mentioned the intention to explore best practices, share experiences, and gain insights from experts in the field during the forum.
