Igunga High School Accused of Frustrating KCSE Student Over Fee Arrears

The principal of Igunga High School in Vihiga County has denied allegations that he subjected a KCSE exam candidate to frustration over Sh70,000 in fee arrears.

The school sent the student home near the end of the second term after resolving a disciplinary matter. The disciplinary committee pardoned her along with others.

However, the school imposed the condition that she must clear her past-due school fees before they would readmit her.

Wednesday is the scheduled date for her Home Science exam, according to her parents.

On Friday, when the student and her mother arrived at school, the school allegedly sent them away, locking them out along with their possessions because they lacked the necessary funds. She only had Sh10,000.

The mother reported that it hailed on them while they were stranded at the school’s entrance.

On Monday, the father was allegedly denied entry into the school prior to his meeting with county education director David Koech and other education officials.

He claimed that the school principal, Rachael Amukhale, insisted on the payment of the arrears before allowing the student to return to class.

He said that he had lost his job, and his wife had too. They were now facing difficulties paying the fees. They had pleaded with the principal to allow their child to attend school, but she had remained adamant.

While on a fact-finding mission at the school, Koech issued an order for the admission of the student and her permission to take her exams.

Exams should take first place, he said, and he advised the parents to make arrangements to clear the arrears.

Koech stated that they wanted the well-being of students in their schools and that the principals had the mandate to ensure they followed the directive from the ministry.

On Tuesday, the school informed the parent who accompanied the student that the student would be staying with the school chaplain four kilometers away during the examination period.

“I am treated as an alien in a public institution. Why is my child being subjected to this level of frustration despite the fact that I have fee arrears?

He stated that he has no idea why the student cannot sit for exams in school and then clear fee arrears prior to picking up the KCSE exam certificate.

The parents requested that Education Principal Secretary Belio Kipsang intervene so that the candidate may take exams in a conducive setting.

The principal denied the allegations when contacted. She deferred further comment, stating that she met with Western regional education director Jared Obiero and Koech to discuss the matter.

Amukhale said that he was administering exams and suggested that the person could talk to the education directors.

Obiero promised to investigate the matter immediately.
