Promotion Letters: TSC Gives Nod to Promotions, Favors Teachers Aged 45 and Above
TSC boss Nancy Macharia has disclosed that primary and post-primary school teachers aged forty-five and above have an increased probability of receiving promotions to the next job group. This announcement coincides with the imminent release of promotion interview results by the TSC.
According to the TSC scoresheets, teachers aged forty-five and above achieved high scores in the interviews, making them the likely recipients of promotion letters set to be issued this week. Notably, those aged 45 to 49 were awarded nine clean marks based on their age, establishing a substantial lead over their younger counterparts.

The scoresheets also highlighted the consideration of acting positions, with teachers in such roles expected to be confirmed.
In the Teachers Service Commission’s (TSC) promotion assessment for primary teachers, several criteria are considered to determine eligibility for advancement. These criteria include acting capacity, which takes into account the number of years an individual has served in an acting role, ranging from below 1 year to 5 years and above.
Additionally, the length of stay in the current grade is considered, with marks allocated for service durations of 2 to 3 years, 4 to 5 years, and 6 years.
The evaluation also incorporates Teacher Performance Appraisal and Development (TPAD) ratings, where teachers scoring between 60% to 80% receive 8 marks, and those with a rating of 80% and above receive 10 marks. Age is another crucial factor, with marks assigned based on age brackets: below 44 years, 45 to 49 years, 50 to 54 years, and 55 years and above.

Oral questions contribute 13 marks to the assessment, and co-curricular involvement from 2020 onwards is factored in at various levels: national, regional, county, and sub-county.
Performance in the Kenya Certificate of Secondary Education (KCSE) for the years 2020, 2021, and 2022 is given a maximum of 6 marks, while communication skills are evaluated, earning 1 mark. The total score aggregates to 100%.
Similarly, the promotion assessment for post-primary teachers adheres to comparable criteria. Acting roles, categorized by years of service, receive marks ranging from 10 to 30. The length of stay in the current grade is considered for service durations of 2 to 3 years, 4 to 5 years, and 6 years, earning 10 to 20 marks.
TPAD ratings contribute to the assessment, with 81% and above receiving 10 marks and 61% to 80% earning 8 marks. Age is a determining factor, with marks allocated based on age brackets: 39 and below, 40 to 44 years, 45 to 49 years, 50 to 54 years, and 55 years and above.
