The anticipation for TSC promotion letters is reaching its peak, especially for the primary and post-primary teachers who participated in the interviews held in December and January. TSC CEO and Secretary Dr. Nancy Macharia have confirmed that the long-awaited promotion letters will begin distribution this week.
A substantial number, over one hundred and fifty thousand teachers, were shortlisted to attend the TSC promotion interviews. However, in alignment with the TSC September 2023 promotion advertisement, only 36,505 promotion letters will be released.

For those who did not secure a promotion, the Commission will issue regret letters as a formal acknowledgment of their participation in the interviews. On the flip side, successful candidates will receive promotional letters. To complete the promotion process and facilitate their posting, these teachers must submit five crucial Chapter six documents that adhere to the Kenyan Constitution’s standards on ‘Leadership and Integrity.’

1. Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI) (Cost: 1,050/-)
In Kenya, individuals seeking a certificate of good conduct can obtain it from the Criminal Investigation Department (CID). The process varies depending on whether you are in Nairobi or other parts of the country.
For Nairobi residents, the CID headquarters situated along Kiambu Road in Muthaiga is the designated location for obtaining the certificate of conduct. Applicants in the capital city need to visit this CID headquarters to initiate the process.
On the other hand, individuals residing outside Nairobi can obtain their certificates of conduct from the Divisional CID offices in various regions. The process involves submitting an official receipt paid at the Divisional CID offices, a clear photocopy of the national ID, fingerprints, and a cover letter. Once these documents are compiled, they are sent to the Criminal Investigation Department (CID) headquarters.

Beneficiaries of HELB loans, who are either current with repayments or within the grace period, can obtain a Loanee Compliance Certificate. This certificate is issued free of charge. Upon successful completion of the loan repayment, beneficiaries are issued a Certificate of Clearance.
If you did not benefit from a HELB loan, you have the option to apply for the Non-loanee Compliance Certificate through the HELB Portal or e-Citizen Portal. This service is provided at no cost.
3. Tax Compliance Certificate from Kenya Revenue Authority (KRA) – Free
Tax Compliance Certificates (TCC) hold a validity period of twelve months, a crucial factor to keep in mind for individuals and businesses alike.
To initiate the application process for a TCC, taxpayers are required to use the iTax platform. Upon successful application, the certificate is dispatched to the applicant’s email address for their records.
In a significant update, individuals can now conveniently verify the status of their Tax Compliance Certificate using the newly introduced KRA M-Service App.

4. Clearance from Ethics and Anti-Corruption Commission (EACC) – Free
In order to obtain clearance from the Ethics and Anti-Corruption Commission (EACC), applicants must adhere to the following instructions:
- Fill out the self-declaration form in duplicate (two copies).
- Attach the necessary documents, including a copy of your identity card or passport, KRA PIN Certificate, and academic certificates (High School Certificate, Diploma, Degree).
- Ensure that the completed form is signed by the applicant and witnessed by a Commissioner for Oaths or Magistrate.
Upon submission of the completed form, the Commission verifies the details and acknowledges the application by stamping on the copy retained by the applicant.

You can submit the completed forms in person or have them dropped off on your behalf at the EACC Head Office at Integrity Centre, Nairobi, or any EACC Regional Office or Huduma Centers nationwide.
While no certificate is issued directly to the applicant, the Commission will provide the employing agency/panel with a confidential report on all short-listed applicants.

It is crucial to note that providing false information to the Commission is considered an offence under S.46 (1) (d) of the Leadership and Integrity Act, 2012. This offence is punishable by a fine of Kshs. 5 million or imprisonment for a term of 5 years, or both.
5. Clearance Certificate from an approved Credit Reference Bureau (CRB)
Obtaining a clearance certificate hinges on the absence of negative listings on your credit report. If your credit report is clear of any negative entries, you will be eligible to receive the sought-after clearance certificate. However, if there are negative listings on your credit report, an alternative document known as a credit status certificate will be issued in lieu of the clearance certificate.

It’s important to note that a standard fee of Kshs. 2200 applies to all applications for clearance certificates. This fee is applicable regardless of the purpose for which the certificate is requested, be it for financial dealings, employment opportunities, or participation in tender processes.
