This official communication is directed to Sub-County Directors of Education and Heads of schools, delivering essential updates regarding the registration of learners for the 2024 Kenya Primary School Education Assessment (KPSEA) and Kenya Intermediate Level Education Assessment (KILEA).

Key Points for Learner Registration

1. Registration Dates:

  • Commencement: 29th January 2024
  • Closure: 29th March 2024

2. Registration for Regular Pathway (KPSEA – Grade 6):

  • All Grade 6 learners must be registered afresh for the assessment.
  • Registration through the KPSEA Registration portal (accessible from 29th January to 29th March 2024).
  • Emphasis on accurate biodata, including correct spellings, gender, year of birth, citizenship, Religious Education option, and category of special needs.

3. Transfer of Candidates:

  • Transfers allowed during the registration period only.
  • Online transfer to avoid duplication of candidates.

4. Assessment Number and SBA Scores:

  • KPSEA candidates must be registered in the Grade 6 portal to obtain an Assessment Number.
  • Mandatory submission of learners’ SBA scores for Grades 4 and 5 upon registration.

5. Registration for Stage-Based Pathway (KILEA):

  • Guided by teachers handling learners in the stage-based pathway.

6. Registration of Non-Citizen Learners:

  • Government pays assessment fees for Kenyan citizens; non-citizen learners’ fees are Kes. 750.00.
  • Payment through designated banks with submission of deposit slips to the Sub-County Directors of Education (SCDES).

7. Assessment Centres:

  • Schools with fewer than five candidates not allowed as independent assessment centres.
  • Assessment centres with less than thirty candidates hosted in centres identified by SCDES.

8. New Assessment Centres:

  • Registration facilitated by SCDE.
  • Inspection and validation process to be completed by 16th February 2023.

9. Coding of New Sub-Counties:

  • Submission of legal documents for sub-county coding.
  • Identification of schools and location of Distribution Centre.

10. Password Security:

  • Passwords for KNEC portals are confidential.
  • Heads of institutions responsible for safeguarding and restricting access.
  • Password assistance available through email (em@knec.ac.ke).

11. Closure of Registration Portal:

  • Portal closes on 29th March 2024; no provision for late registration.

12. Submission of Registration Documents:

  • Heads of institutions to submit all registration documents to SCDEs by 5th April 2023 for verification.
