TSC’s Changing Role in Teacher Recruitment and Deployment
The Teachers Service Commission (TSC) is on the verge of a significant reorganization that may restrict its ability to manage the nearly 350,000 teachers on its payroll.
Teachers Updates has found that if the education reforms’ proposals are implemented, the TSC may no longer perform its functions as employer and regulator exclusively.
The draft report criticizes the exclusive manner in which TSC has handled the recruitment and deployment of teachers by determining on the deployment and reassignment of teachers to public schools on its own.
Article 237, Section 1 of the Constitution establishes TSC as a constitutional Commission whose primary functions are to register, recruit, and employ registered teachers.
The Commission also has the authority to assign teachers to any public school or institution, to promote, transfer, discipline, and terminate their employment.
This constitutional role effectively grants the TSC sole authority over teachers, with minimal or no ministry involvement.
However according to far-reaching proposals, the ministry will have a substantial say in TSC operations and assume sole responsibility for certain functions.
The TSC will be required to consult with the ministry during the recruitment, deployment, and transfer of teachers, a significant departure from the current practice.
The ministry would also be given the authority to enforce accountability among head teachers, principals, and tutors who administer the education curriculum in government schools.
The Ministry of Education will be responsible for recruiting teachers in close consultation with county governments.
These are some of the draft proposals presented by the Presidential Working Group on Education Reforms (PWPER), which are currently being refined for inclusion in a final report.
After the county government hires nursery school teachers, TSC will be required to add them to its payroll.
Teachersupdates.net understands that these proposals are still undergoing assessment and will be revised before the president receives the final report.
If the final report adopts this recommendation, the new authority to regulate education would be established within a year.
