Entry Grade for Teacher Training Colleges to be Reduced in Pending Proposal
Under the proposal to revamp teaching in Kenyan schools, the team suggested establishing a singular teaching college called the Kenya Teachers Training College; all other TTCs will be campuses.
The report also proposes a yet-to-be-determined reduction in the minimum entry grade for teacher training colleges in disadvantaged areas.
Concerns raised by parents regarding the CBC included the lack of implementation guidance for teachers.
According to reports, devious teachers used practical lessons to extort money from parents.
In response to the complaints raised, the task force recommended that teachers who desire to continue teaching in elementary and secondary schools undergo one year of retraining.
The mandatory program will ensure that teachers comply with the CBC’s modifications and established guidelines.
Draft report reveals that the working group wants headteachers and principals be accountable to the Ministry and that the TSC consult with the Ministry before transferring, deploying, or promoting teachers.
To professionalize teaching, the committee also wants the Ministry of Education to assume responsibility for teacher retraining and recommends separating the regulator role from TSC.
In addition, the TSC may not have the ultimate say on teacher discipline, as the team recommends that disciplinary appeals be handled by the Education Appeals Tribunal.
If these proposals make it into the final report and are accepted by Kenyans, TSC’s authority as an employer and regulator will be drastically reduced.
The extension of the ministry’s authority over principals and heads of school represents a significant change from the previous arrangement, in which they were exclusively responsible to the teacher’s employer.
