TSC Unveils Major Overhaul in Teacher Promotions with Digital Rollout and New Criteria.

On May 20, 2025, the Teachers Service Commission (TSC), represented by CEO Nancy Macharia, Chairperson Dr. Jamleck Muturi, and Legal Director Cavin Anyuor, outlined a comprehensive plan for transforming the teacher promotion system during an appearance before Parliament’s Education Committee. Their goal was to enhance fairness, transparency, and predictability in career progression for educators across the country.

Central to the proposed changes is the automation of the teacher promotion process. TSC revealed it had introduced the Teachers Online System, which will handle everything from application submissions and notifications to the generation of promotion letters.

This digital approach is intended to provide teachers with real-time updates on the status of their applications, reducing uncertainty and delays.

Macharia stated that the new system would “make the entire process transparent, timely, and easily accessible to all eligible teachers.”

To further enhance fairness, TSC pledged to implement standardized promotion guidelines and a transparent scoring system. The scoring criteria will align with Regulation 73 of the Code of Regulations for Teachers (CORT), taking into account performance, seniority, experience, academic qualifications, and merit.

TSC emphasized that the framework would ensure that “teachers are evaluated on consistent and objective parameters.” They also confirmed that the list of successful candidates will be published on the Commission’s website to eliminate ambiguity and maintain openness in the process.

Expanded Automatic Promotions and Clear Criteria

The Commission reiterated its commitment to automatic promotions, particularly for teachers in common cadre grades. Teachers appointed at entry Grade B5, including those holding P1 certificates, diplomas, or degrees, will automatically move to Grade C1 after a minimum of three years of satisfactory service.

A member of the Commission affirmed that this policy aims to “motivate teachers by recognizing dedication and sustained performance without unnecessary bureaucracy.”

TSC reassured Members of Parliament that the promotion process would continue to follow established guidelines. These include the Career Progression Guidelines (CPG), the ‘Policy on Selection and Appointment of Institutional Administrators’, and Regulation 73 of CORT. The Commission also addressed concerns about delays by promising regular publication of vacancy announcements and appointment results.

Cavin Anyuor stressed that every stage of the promotion process would be guided by the principle of accountability and strict adherence to policy frameworks.

In conclusion, the Commission expressed appreciation to the Education Committee for its consistent support, particularly in facilitating budget allocations. These resources have allowed TSC to recruit additional educators and promote deserving teachers already in service.

TSC leadership acknowledged that the committee’s backing has been instrumental in implementing teacher workforce improvements and advancing long-term reforms.
