
Transparency International Condemns Maasai Mara University Vice-Chancellor’s reinstatement.
Prof. Mary Walingo, the embattled vice chancellor of Maasai Mara University, was reinstated on Tuesday by the Public Service Commission (PSC), which Transparency International (TI) Kenya condemned.
Wednesday, Transparency International released a statement labeling Walingo’s return to power as an insult to Kenya’s constitution and, more importantly, the ethical and moral values that govern the assumption of office by civil servants.
According to a tweet by TI Kenya, Prof. Mary Walingo, currently facing criminal and corruption charges in court, was reinstated to her former position as Vice Chancellor of Mara University today.
We believe that Prof. Mary Walingo’s reinstatement violates our constitution’s ethical and moral principles.
TI Kenya also urged the Judiciary and the Office of the Director of Public Prosecutions (ODPP) to expedite investigations into Walingo’s corruption case, the status of which has been uncertain since 2019.
Transparency International stated, “We call on the Judiciary and the ODPP to expedite the Mara Hesit corruption case because other whistleblowers involved in the case, who unfortunately lost their jobs, deserve a fair hearing.”
Walingo was placed on mandatory leave in 2019 after being implicated in a Ksh.177 million corruption scandal following a Citizen TV expose dubbed the “Mara Heist.” Walingo was implicated in the scandal following a Citizen TV report dubbed the ‘Mara Heist.’
Between 2016 and 2019, she and four other commissioners were accused of irregularly withdrawing funds from the University’s coffers. She was suspended so that the allegations could be investigated.
Following her dismissal, Prof. Kitche Magak succeeded Walingo before being succeeded by Joseph Chacha in January 2022.

In a statement issued on Wednesday, PSC Chief Executive Officer Simon Rotich ordered that Walingo be reinstated to her position pending a hearing of the Anti-corruption case and until her contract is terminated in accordance with the law.
Rotich also ordered that Walingo be paid half of her salary and allowances beginning on the date of her suspension.
