MP Want Ministry of Education to Regulate Junior Secondary Policies
Geoffrey Ruku, the MP for Mbeere North, has called for the Ministry of Education to regulate policies within Junior Secondary School (JSS). He presented a motion to urgently develop and anchor guidelines for the Basic Education Act of 2012.
The MP urged the Ministry to develop a comprehensive JSS policy that would ensure the establishment and operation of JSS institutions in every primary school.
He also requested that the Ministry develop a clear implementation framework for the Competency-Based Curriculum (CBC) and provide a funding plan for successful implementation.
The Ministry of Education plans to allocate Sh9.6 billion to primary schools to cater for 1.2 million Grade 7 learners. However, the report revealed that proper costing was not undertaken to arrive at the per capita allocation and the parameters considered to the figure.
Basic Education PS Belio Kipsang stated that the Grade 7 capitation requirement is Sh19.1 billion, and the capitation requirement for terms I and II will be Sh15.7 billion. Therefore, the total requirement is Sh34.9 billion.
The amount was arrived at after consultation with an international agency.
In 2020, the Ministry signed a consultancy agreement with the World Bank to determine how to fund Grade 7, notwithstanding domiciling.
The tentative figure was Sh18,600, but the Ministry settled on Sh15,042. Ruku’s call for a clear implementation framework for CBC and a funding plan for successful implementation is therefore timely.
The MP’s motion seeks to ensure that all JSS institutions are operated uniformly and meet the required standards. The Ministry of Education’s policies would guide the establishment and operation of these institutions in primary schools.
This is in line with the government’s effort to provide quality education and prepare learners for a competitive future.
