Machogu Releases JSS Interim Guidelines

Ezekiel Machogu has issued interim guidelines for Junior High Schools housed within primary schools.

Machogu stated that the interim guidelines were handed to President William Ruto on Friday morning, before the announcement of the 2022 KCSE examination.

He stated that the Junior Secondary School, housed in primary schools, will establish a subcommittee to oversee the school’s education and resource management.

“The head of the primary school that domiciles the Junior Secondary School will serve as secretary while the chairperson will be a member of the committee,” Machogu said.

In accordance with section 52A of the Basic Education Act of 2013, he added, every private JSS would create a board of management, board of directors, or board of trustees.

“The public JSS will be headed by the headteacher of the public primary school that domiciles it during the interim period of the transition ending December 30, 2023,” the CS said. 

Machogu stated that the ministry has also redesigned the National Education Management Information System in preparation for improved education data management.

The registration of students in Nemis will serve as the foundation for the distribution of funds to public JSS.

He noted that the ministry has established a curriculum and training materials to enhance the capability of education managers, including JSS management boards and school principals, with regard to governance and accountability in JSS leadership.
