HELB, KUCCPS and Universities Fund Board to be Merged
The merger of the Higher Education Loans Board (HELB), Kenya Universities and Colleges Central Placement Service (KUCCPS), and the Universities Fund Board has been proposed by the education task force.
This recommendation comes as public universities in Kenya grapple with financial challenges, including the looming threat of insolvency and the burden of substantial debt amounting to tens of billions of shillings.
The team has completed its final report and is now prepared to present it to President William Ruto as soon as possible, most likely today, when its term is scheduled to expire.
Even though the report contains far-reaching recommendations that could transform the future of education, its full implementation is expected to exceed Sh300 billion, according to insiders.
The committee has proposed that its report be implemented over the next five years at a cost of approximately Sh60 billion per year.
The Working Group has proposed that all bursary and scholarship committees be consolidated into a single fund, while the university funding model has already been revised.
Vice chancellors will be selected through a competitive process by select committees established by university councils. In the meantime, chancellors, who were previously appointed by the president, will be chosen by university senates and councils if the recommendations in the report are adopted.
A committee composed of a university’s senate and council will nominate three candidates for the position of chancellor to the Education Cabinet Secretary.
