Swap Not Mandatory For Delocalized Teachers, TSC to Find a Replacement.
Teachers who requested transfers back to their home communities will not be obliged to find swaps.
TSC will undertake the challenge of finding a teacher to replace the transferred teacher.
On Tuesday, a number of lawmakers expressed worry that some applicants had been asked to find swaps.
Malulu Injendi, vice head of the Education Committee, questioned why certain teachers were required to select their own replacements.
“Kindly clarify why some teachers have been asked to look for another teacher to replace them when they leave,” Injendi said.
CEO of the TSC, Nancy Macharia, stated that the commission’s responsibility is to select a replacement.
“No teacher will be asked to find their swap. It is up to us TSC to find who will replace them,” Macharia told MPs.
However, if a replacement cannot be obtained, TSC will discover an alternative.
Macharia stated, “We will keep the teachers’ details in our data bank until we find a replacement for them.”
However, school principals and assistant principals must now wait longer for TSC approval of their transfers.
Collins Oyuu, the general secretary of the KNUT, stated that the employer must identify vacancies in order to accept their transfers.
Oyuu stated, “We want appointments and promotion of principals to be done within the counties they are in and not far.“
Additionally, Kuppet secretary general Akello Misori stated that teachers who are content with their current positions are allowed to keep them.
Misori spoke during a press conference.
“We have agreed with our employer that all teachers who were delocalised should apply for transfers,” he said.
The teachers have been instructed to submit their applications throughout the remaining weeks of the third semester.
Misori stated, “We have three national exams in waiting so instead of interfering, they can express the interest then it will be dealt with in January.”
MPs persuaded TSC to conduct a review of the delocalization policy, resulting in its elimination.
The resolution sponsored by Titus Khamala, a member of parliament for Lurambi, was approved by the Parliament on November 3.
Khamala drafted the motion urging an immediate reversal of the ongoing delocalization of teachers’ workstations.
“Review the teacher recruitment policy to devolve it to zonal level as the point of recruitment,” he said.
This means that if TSC wishes to transfer a teacher, they should be assigned to a different school within their zone.
