SRC Scraps More Allowances For Public Servants
The Salaries and Remunerations Commission (SRC) has reviewed state and public officer allowances.
In its most recent review, the commission abolished retreat allowances, sitting allowances for institutional internal committees, and taskforce allowances for institutional internal committees.
According to the commission, the payment of allowances in addition to the base remuneration constitutes double pay.
The commission has also reviewed the Daily Subsistence Allowance, wherein allowances for local travel have been standardized for various levels of government employees.
βThe DSA for Foreign Travel remains unchanged, save for correction of a few countries,β SRC said in a press release on Wednesday, August 9.
The evaluations were conducted in phase two of the process of streamlining allowances for state and public officers, as the commission seeks to achieve transparency, accountability, equity, and fairness in compensation, as well as to ensure wage bill affordability and fiscal sustainability.
In the first phase of the evaluation, the commission eliminated the Plenary Sitting Allowance, the Ministerial Allowance, and the Taxable Car Allowance.
Teachers received the lion’s share of the Ksh. 21.7 billion that the National Treasury allocated to the SRC for FY 2023β24, according to the SRC’s most recent review.
While 44.2% of the budget went to the Teachers Service Commission (TSC), 20.9% went to the security sector, and 18.8% went to county governments.
The remainder of the wage bill was allocated as follows: 8.5% to the civil service, 4.3% to state officers, and 3.4% to other public officers.
The evaluation by SRC will also result in a 7β10% salary increase for state officers, retroactive to July 1.
President William Ruto and his deputy, Rigathi Gachagua, will not, however, receive salary increases.
Lyn Mengich, chairman of the SRC, stated that the commission honored the President’s request that Ruto and Rigathi’s salaries remain unaltered.
