Seku Faces Investigation Over Sh30,000 per Day Puzzling Water Purchase Since 2008

MPs are currently conducting an investigation into the decision made by South Eastern Kenya University (Seku) to spend millions on purchasing water instead of drilling boreholes.

The shocking revelation emerged during a session of the National Assembly Public Investment Committee on Governance and Education, where the university’s Vice Chancellor, Prof Douglas Shitanda, disclosed that Seku has been buying three 10,000-liter tanks of water daily since its establishment in 2008. Each tank costs Sh10,000, totaling Sh30,000 per day.

Prof Shitanda explained that despite attempts to drill boreholes, none have been successful, leading the university to rely on purchasing water. During the committee session, which was chaired by Bumula MP Jack Wamboka, concerns were raised about the university’s decision to spend substantial amounts on water procurement rather than investing in boreholes.

Isiolo MP Bonaya Golo questioned the logic behind opting for the expensive water-buying route, emphasizing the cost-effectiveness of having the university’s boreholes. Central Imenti MP Moses Kirima insisted on obtaining detailed information about Seku’s water expenditures since 2008, including the identity of the supplier.

In response, Bonaya directed Seku’s management to furnish the committee with records indicating the money spent on buying water and the supplier’s details.

The committee also decided to invite Attorney General Justin Muturi to explain the prolonged delay in registering three parcels of land, measuring approximately 6,000 hectares and valued at Sh1.03 billion, under the university’s name due to ongoing land disputes.

The audit report highlighted the university’s possession of five other land parcels with undetermined values that have not been incorporated into the financial statements.
