MP Pushes for Population-Based NG-CDF Allocation Formula

Manyatta MP Gitonga Mukunji has called for a review of the current revenue sharing formula of the National Government-Constituency Development Funds (NG-CDF) in Kenya.

The MP has raised concerns about the current formula that allocates an equal amount of funds to all constituencies regardless of other factors such as population size, which he deems discriminatory.

Mukunji argues that it is unfair for constituencies with higher populations to receive the same allocation as sparsely populated ones.

Mukunji made these remarks while issuing education bursary cheques to day and boarding secondary school students in his constituency.

He disbursed Sh36.3 million to the beneficiaries and expressed his concern about the formula, saying that it should consider the population size of an area in determining allocations.

He called for the application of a “one man, one-shilling formula” to ensure that all beneficiaries of education bursaries feel accommodated and treated fairly. He added that he is formulating a bill to that effect.

The MP lamented that it is unfair for a constituency like his with over 15,000 students to receive the same amount of funds as another constituency that has a total of 1,000 learners.

He said that he is struggling to ensure that each student receives at least Sh. 3,000, whereas in other constituencies, all students have their four-year education fees settled or even receive sponsorships to study abroad.

Mukunji has called upon his colleagues to join him in the push for an equitable sharing of government resources to bring all Kenyans at par.

Mukunji’s area bursary scheme, dubbed “Masomo Bila Stress Programme,” disbursed between Sh. 3,500 and 6,000 to beneficiaries depending on their level of vulnerability.

The MP’s call for a review of the revenue sharing formula of the NG-CDF is crucial as it seeks to address the issue of unequal distribution of government resources.

The proposed “one man, one-shilling formula” will ensure that each constituency receives funds based on its population size, which will go a long way in reducing disparities in development.
