How Education’s Sh628 Billion budgetary Allocation Will be Spent – Belio Kipsang
Principal Secretary for Education Belio Kipsang has assured that the Sh628 billion allocated to the Ministry of Education in this year’s budget will assist in addressing the sector’s most pressing challenges.
Among the obstacles, he stated, are capitation, the Higher Education Loans Board (HELB), the hiring of more educators, and the development of school infrastructure.
Yesterday, at the opening of a three-day children’s devolution conference at the Mpesa Foundation Academy in Thika, Kipsang stated that they expect the allocation will ensure a smooth environment and provide learners with quality education.
Several schools are experiencing a financial crunch due to a lack of government reimbursements.
If funds are not issued on time, a number of school administrators are concerned that the cash crunch will paralyze learning.
New classrooms will be constructed as part of the ongoing junior secondary school program, according to the PS.
“From the budget, 30 per cent of it will be used for capitation. Helb will get close to Sh30 billion, up from Sh15 billion. More than 20,000 teachers for secondary and primary schools will also be employed. These will ease learning,” he said.
Additionally, the PS stated that they are working to improve digital education by constructing the necessary infrastructure, including the education cloud at KICDl.
Other programs, he said, include nutrition programs to reduce school dropouts.
He urged county government collaboration in areas such as Early Childhood and Development Education (ECDE) and the school nutrition program.
He was accompanied by the governor of Kiambu, Kimani Wamatangi, and the governors of Wajir and Mombasa, Ahmed Abdullahi and Abdullsheikh Sheriff Nassir, respectively.
Wamatangi disclosed that his government had launched an ambitious ECDE school feeding program to retain students in the classroom.
Wamatangi noted that under the initiative, children will receive daily eggs and porridge in an effort to keep them in school.
“We want to build accessibility and quality access to early development education. We have launched a feeding programme in all our ECDEs to ensure that our young ones receive adequate nourishment,” he stated.
