Council of Governors Rejects Education Reform Recommendations

The Council of Governors has rejected the recommendations report on reforms in the Education Sector put forth by the Presidential Working Party.

Ann Waiguru, the Council of Governors’ spokesperson, emphasized the significance of education as a crucial driver of socio-economic development in a statement issued on Friday. She expressed the Council’s support for initiatives aimed at enhancing the education sector.

Waiguru acknowledged the commendable efforts of Counties in transforming the devolved education functions as mandated by the Constitution.

Following a thorough examination of the full report, its recommendations, and the perceived adverse effects on Devolution, the Council rejected the working party’s recommendations, citing their undermining of the fundamental structure and framework for education management by the Counties.

In addressing the issue, Waiguru urged the Kenya National Union of Teachers to align with the spirit and letter of the Constitution and refrain from impeding the progress made by County Governments in the Education Sector.

President William Ruto appointed the Presidential Working Party on Education Reform (PWPER) on September 29, 2022.

Tasked with submitting a comprehensive report covering all the Terms of Reference, titled “Transforming Education, Training, and Research for Sustainable Development in Kenya,” the committee submitted its report to the President in August.

Ruto directed the Ministry of Education to implement the proposed education reforms within the stipulated timeframe. Notable recommendations included reducing the number of learning areas in various educational levels, adjusting school capitation, and suggesting periodic reviews of capitation and grants.

However, Education Cabinet Secretary Ezekiel Machogu has temporarily halted the implementation of the presidential working group, pending approval from Parliament. Machogu emphasized that the rollout would await parliamentary approval before any further action is taken.
