President Uhuru Kenyatta Uhuru has stated that his administration has accomplished a 100% transition from primary to secondary school, established Africa’s first 1:1 child-to-book ratio, and restored the integrity of national exams.
“We also achieved Africa’s first one-to-one book-child ratio in order to restore the integrity of our national examinations,” he added.
According to the economic survey, the total number of schools will increase by 1.4% in 2021, from 88,506 to 89,747.
Primary school enrollment increased from 46,652 in 2020 to 46,671 in 2021.
The transition rate, however, fell from 91.0 percent in 2020 to 78.5 percent in 2021.
Total secondary school enrollment increased by 4.9% from 3.5 million in 2020 to 3.7 million in 2021.
Students’ enrolment in secondary schools declined as they progressed through their studies.
According to the survey, not all students admitted to Form 1 complete their studies at Form 4.
In terms of higher education, President Kenyatta stated that knowledge was increasingly replacing other resources as the primary driver of economic growth, and thus education had become the foundation for individual and national prosperity.
“Our universities continue to incubate innovations and prepare the next generation of leaders who are technically proficient and knowledgeable,” he said.
He stated that his government had transformed technical and vocational education training to ensure that even those who were not admitted to universities had an equal chance.

The president noted that while there were only 52 institutions in 2013, there are now over 238 institutes, representing a 400% increase.
“We had 52 institutions in 2013 but as we speak we have 238 institutes reflecting a 435 per cent growth,” the President said.
He claimed that over time, the 8-4-4 curriculum became incompatible with the country’s aspirations, owing to its overburdened curriculum and emphasis on rote learning and examination passing as the ultimate goal.
“We had to return to the foundational philosophy of education that: ‘citizens do not fail – systems fail them’. And if the systems are inconsistent with the aspirations of the people, they must be changed,” the President observed.
