10,000 New Teachers to Report to Junior Secondary Schools by today
The deadline for more than 10,000 newly-promoted teachers to report to their workstations is today.
Last week, Teachers Service Commission (TSC) chief executive Nancy Macharia informed members of parliament that the commission was mapping out the aforementioned teachers after they submitted online promotion applications.
The 10,833 teachers will teach in Junior Secondary Schools (JSS) after meeting the deployment requirements. “After a thorough review of personal files, the commission has selected 10,833 primary school teachers with the necessary credentials for deployment to junior secondary schools. They must report by Monday, February 20,” stated Macharia.
Continuous process
She added: “The mapping of primary school teachers eligible to teach in JSS is a continuous process and verification of the mapped files is still ongoing to identify more eligible teachers.”
According to TSC, the qualifications for deployment to JSS include a Diploma in Education, a Bachelor’s Degree in Education, a minimum C+ (plus) mean grade on the Kenya Certificate of Secondary Education (KCSE) or its equivalent, a minimum C+ (plus) mean grade on the two teaching subjects on the KCSE or its equivalent, and eight units in each of the two teaching subjects.
The deployment will supplement the 30,550 primary teachers that were assigned to JSS for Grade Seven, of which the commission assigned one teacher per class for all Grade Seven classes in the country.
While the teacher establishment for Grade 7 is 61,000 (at least two instructors each class), the commission has recruited 30,550 teachers (one teacher per class), resulting in a deficit of 30,550 teachers for Grade 7.
The move comes at a time when JSS is overcrowded due to a large number of students, strained infrastructure, and expensive fees levied by private institutions.
The TSC is also set to begin hiring 450 secondary school teachers starting today, following the conclusion of the present recruitment.
Permanent and retirement
TSC recruited 35,550 teachers out of 36,000 allocated slots, of which 9,000 posts were on permanent and pensionable terms of service for junior secondary school teachers, 1,000 for primary school teachers, 21,550 for teacher interns in junior secondary schools, and 4,000 for teacher interns in primary schools.
“As of June 2022, the TSC faced a nationwide teacher shortfall of 116,000 (48,327 at the primary level and 67,673 in post-primary institutions),” stated Ms. Macharia.
In the meantime, TSC plans to promote approximately 25,996 teachers during fiscal year 2022/23, contingent upon budgetary allocation. Teachers in Job Groups J (C1), K (C2), and L will be promoted in the Common Cadre, which includes 11,258 instructors (C3).
Three years of satisfactory performance are required for promotion from Job Group J to K, and K to L.
Competitive advancement
A total of 13,717 teachers will be promoted through competitive promotion, which requires instructors to submit an online application, pass the Teacher Proficiency Course, and participate in a commission-administered promotional interview.
A total of 1,021 instructors will be promoted through affirmative action in arid and semi-arid territories (Asals) and hard-to-staff regions where the commission distributes an additional 5% of teaching positions.
Teachers are recruited and retained locally to guarantee optimal staffing levels and stability.
