Education Cabinet Secretary George Magoha issued new directives to headteachers on Tuesday, December 28, ahead of the reopening of schools next week in January 2022.
Magoha warned school heads not to send students home because of unpaid fees while inspecting school projects in Mombasa.
He also warned them against adding additional levies to school fees and forcing parents to pay them.
“You must not send a child home for extra charges, that is criminal. If you want to levy children, then you must do so at your own cost and at your own risk,” the CS stated.
Magoha instructed principals to allow students to report to school with whatever amount their parents are able to raise. He also suggested that the schools make plans for how the balance will be paid.
“We have already told the teachers to take what the parent brings to school and agree on how the parent will continue,” he remarked.

The Teachers Service Commission (TSC) will deal with school principals who are found to be in violation of the directive.
The directive comes after a group of parents asked for the reopening date to be moved up, citing an inability to raise school fees due to the devastating effects of the covid-19 pandemic.
Magoha insisted that the academic calendar would be followed as planned. He assured headteachers and principals that the government would pay the schools before they officially opened.
The Education Secretary also discussed the preparations for next year’s national exams.
He revealed that five national examinations would be held in 2022, including the 2021 Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) in March.
