Ministry of Education Guideline on Grade 10 Selection and Placement Process.
The Ministry of Education has launched the Grade 10 Senior School Selection process as per the ongoing implementation of the Competency-Based Curriculum (CBC). The process is fully automated and can be accessed through the selection portal: https://selection.education.go.ke/.
Placement and admission of learners from Junior School (Grade 9) to Senior School (Grade 10) will be based on a combination of learner choice, academic merit, psychometric evaluation, regional equity and school capacity. All learners will be placed through the Kenya Education Management Information System (KEMIS).
SUBJECT AND PATHWAY STRUCTURE
Senior School learners (Grades 10–12) will take a total of seven (7) subjects comprising four (4) core subjects and three (3) pathway-specific subjects.
Core Subjects
- English
- Kiswahili or Kenya Sign Language (KSL)
- Community Service Learning
- Physical Education
Available Pathways
Learners will choose one pathway based on interest, aptitude and career prospects:
- Science, Technology, Engineering and Mathematics (STEM)
- Social Sciences
- Creative Arts and Sports Science
Each learner will choose one pathway and then select three (3) subject combinations offered within that pathway.
SCHOOL SELECTION PROCESS
Grade 9 learners will select a total of 12 Senior Schools based on their preferred pathway and accommodation type.
Subject Combination-Based Selection
- Four (4) schools from the first choice subject combination
- Four (4) schools from the second choice subject combination
- Four (4) schools from the third choice subject combination
Accommodation-Based Selection
- Nine (9) boarding schools:
- Three (3) from the learner’s home county
- Six (6) from outside the learner’s home county or county of residence
- Three (3) day schools from the learner’s sub-county or sub-county of residence
PLACEMENT CRITERIA
Learners will be placed in Grade 10 based on the following:
- Choice: Pathway, subject combinations and schools selected.2. Merit: Grade 9 Kenya Junior School Education Assessment (KJSEA) performance.
- Psychometric Testing: Aptitude, interest and talent evaluation by KNEC and schools.
- Equity: Regional balancing to ensure equity.4. School Capacity: Availability of space and resources in selected schools.
Top performing learners per gender within each sub-county and pathway will get special priority:
- STEM Pathway: Top six (6) learners per gender per sub-county to be placed in first choice schools.
- Social Sciences Pathway: Top three (3) learners per gender per sub-county to be placed in first choice schools.
- Creative Arts and Sports Science Pathway: Top two (2) learners per gender per sub-county to be placed in first choice schools.
- Learners with 7 or 8 average will also be prioritized for boarding school placement.
ADMISSION AND REPLACEMENT PROCESS
Results will be accessed using the learner’s KJSEA assessment number. Admission letters and joining instructions will be issued online only through the official placement system. No physical letters will be issued by schools including in cases of approved transfers.
All public and private Senior Schools must admit learners through KEMIS. Physical reporting to school is mandatory before system entry by the school principal. Daily admission updates will be monitored through the system.
Replacement Process
- Schools with available capacity will declare vacancies through County Directors of Education.
- Learners wishing to transfer must submit formal requests through Junior School heads at least two weeks before the official Grade 10 reporting date.
- Priority will be given to learners who had initially selected the school.
- All replacement approvals will be done by the Ministry of Education and will be based on declared capacity.
- Replacement decisions are final and cannot be reversed.
SYSTEM ACCESS AND TECHNICAL PROCEDURE
The automated selection portal will require login credentials consisting of Junior School NEMIS Unique Institution Code (UIC) and its associated password. For the pilot phase the verification code 54321 will be used.

Upon successful login:
- Each learner’s profile must be updated, including parent/guardian information, location and pathway selection.
- Only one (1) pathway will be selected per learner.
- Three (3) subject combinations must be selected within the chosen pathway.
- Four (4) schools will be selected per subject combination across different school clusters.
After completion the learner’s profile can be printed or downloaded for records. The Ministry has clarified that NEMIS is not to be used for this process; the selection portal operates independently.
