KUPPET Roots For Classroom Teachers Promotion After TSC Advert Cancelation.

The government has been requested by a union to increase the number of teachers it expects to promote next year.

The Teachers Service Commission (TSC) announced its intention to promote 13,713 teachers to leadership positions in primary and secondary schools in an advertisement dated December 22.

However, the Kenya Union of Post-Primary Education Teachers (Kuppet) believes that a greater number of teachers should be promoted in order to address the teacher shortage.

Akello Misori, the union’s general secretary, told Standard that it is necessary to amend the advertisement and increase the number of teachers who should be promoted.

At the moment, Mr. Misori urged teachers to be calm as they await the conclusion of upcoming negotiations between Kuppet officials and the TSC about the situation.

“I hope the Teachers Service Commission’s decision will be informed by the real need to amend and adjust the promotional advert of teachers, especially in job groups C3 and C4,” Misori said.

Mr. Orwa Jasolo, Kuppet’s Migori County executive secretary, reiterated Misori’s comments, stating that job groups C3 and C5, which form about 80% of post-primary school classroom teachers, were never given a portion of the TSC-advertised promotion.

Orwa said that out of a total of approximately 110,000 post-primary teachers, just 3,000 teachers, or 0.2%, will be promoted. “

According to Orwa, the majority of advertised promotions will benefit high school teachers. 

This implies only a few teachers will receive promotions, while the majority of classroom teachers in lower grades will remain in the same job groups without a pay increase or professional development.

He notes that many classroom teachers have been stuck in job grades C3 and C5 for between five and twenty-two years, despite the fact that no positions have been advertised for the same job group.

Orwa stated that the TSC must find a way to involve classroom teachers in the promotion because they are the ones responsible for executing the curriculum at the school level.

He also urged the TSC to establish a clear promotion path for diploma-holding teachers at both the primary and secondary levels.

Area Kuppet treasurer Florence Odour stated, “What the TSC claims is a promotion is simply a change in grades and job group designations.”

Ms. Oduor added, “TSC changed teacher’s job groups from M, N and P, as we used to refer them, to C2, C3, and C4, which is actually not a promotion but basically changing the names of the job groups.”

She encouraged the TSC to heed the cries of teachers and address their issues on pay increases and promotions.

In the advertisement announcing the promotions, the TSC emphasized that it was also targeting regular school teachers.

Before removing the advert a few days ago, TSC targeted teachers at institutions for Special Needs Education (SNE).

Before the advert was pulled, TSC had also sought to recruit 1,021 school heads to various institutions in Arid and Semi-Arid counties, including Kajiado, Isiolo, Garissa, Samburu, Taita Taveta, Tana River, Turkana, Wajir, and West Pokot.

TSC also said it will promote teachers in Special Needs Education (SNE) institutions in the advert that was pulled down a few days ago.

Additionally, the commission advertised four open positions for principals in various teacher-training institutions.
