Why MP Wants Bursary Disbursement to Needy Students Centralized
Tinderet Member of Parliament (MP) Julius Melly is pushing for the centralization of the disbursement of bursaries to needy students, in order to improve equity and transparency.
As the chairman of the National Assembly Education Committee, Melly plans to table a bill that would aim to harmonize bursaries offered through both county and national governments, in order to ensure that the process is transparent.
Speaking to his constituents on Wednesday, the MP expressed regret that thousands of deserving students are not receiving bursary.
He emphasized the need to put in place policy structures and systems that would ensure that students in high schools and tertiary institutions have their school fees paid on time.
He also stressed the importance of identifying and prioritizing the credentials of needy students who are receiving education sponsorship.
Currently, students from vulnerable families benefit from both county education funds and National Government Constituency Development Funds (NG-CDF).
However, Melly has noted that the distribution of the money has not been fair, pointing out that there have been instances of duplication of fee awards, as some students are paid by both the county and NG-CDF concurrently.
To address this, Melly has suggested that a system should be put in place for efficient regulation of the funds, both at the county and national government level.
He has also called for the Ministry of Education to act as the custodian of a list of children who are under government sponsorship, which could be used as a reference for the approval of beneficiaries before releasing the funds.
Melly has also suggested that corporates, non-governmental organizations, banks, and charity institutions could use the same system to disburse bursaries, in order to make the process fair and free.
Overall, the MP’s suggestions aim to ensure that all deserving students have access to the bursaries they need to continue their education and reach their full potential, regardless of their background or financial situation.
By centralizing the disbursement of bursaries and implementing systems to ensure transparency, Melly hopes to reduce the number of students who are left without the support they need to succeed.
