The Teachers Service Commission (TSC), an independent Commission established under Article 237 of the Constitution of Kenya, 2010, is seeking qualified, experienced, result-oriented, and highly motivated Kenyans to fill the position of Deputy Director – Teacher Management.

Position: Deputy Director – Teacher Management
TSC Job Grade: 5 – Post (13)
Requirements for Appointment: Deputy Director – Teacher Management Job Grade 5
For appointment to this grade, an officer must have:
- Served in the grade of Assistant Director, Teacher Management, for a minimum period of three (3) years; OR
- Six (6) years of experience in a comparable position in the education sector
- Master’s degree from a recognized University (an added advantage)
- Certificate in leadership Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution
- Met the requirements of Chapter Six (6) of the Constitution
- Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities:
The duties and responsibilities will entail:
- Implementing the Commission’s policies, strategies, and programs
- Ensuring compliance with the Commission’s laid-down policies and procedures
- Coordinating investigation of discipline cases in the County
- Interdicting teachers with professional misconduct
- Supervising and guiding employees for optimum performance
- Supervising invitation of teachers and witnesses for County discipline cases
- Coordinating invitation of teachers and witnesses for Headquarters discipline cases
- Supervising preparation of County discipline cases before hearing
- Chairing the hearing of County discipline cases
- Submitting returns of discipline cases heard in the County to the Headquarters
- Preparing status reports on the management of discipline
- Posting and follow-up of teachers reporting from discipline at the County
- Ensuring competitive promotion of teachers is carried out at the County

- Appointing qualified teachers to equivalent positions as institutional administrators
- Coordinating teacher recruitment process and posting of newly recruited teachers
- Establishing the current staffing levels and projecting teacher demand and supply at the County
- Conducting teacher rationalization within the County
- Ensuring data integrity, updating, maintenance, and safety of Teacher Management databases
- Providing professional advice and facilitation of teacher registration
- Coordinating professional support for teachers on curriculum implementation
- Implementing and monitoring performance contracting and teacher’s performance appraisal and development
- Coordinating teacher capacity-building activities
- Coordinating collection and completeness of exit documents for teachers
- Managing stakeholder engagement within the county
- Enforcing the implementation of the Service Charter
- Developing and implementation of the County budget
- Ensuring prudent management of resources in the County

Terms and Remuneration Benefits:
- Basic Salary Scale: Kshs.192,782 – Kshs.288,051
- House Allowance: Kshs.50,000
- Commuter Allowance: Kshs.16,000
- Leave Allowance: As provided in TSC Secretariat
- Annual Leave: 30 working days per calendar year
- Medical Cover: As provided in the TSC Secretariat Medical Scheme
- Terms of Service: Five (5) years Contract.
