TSC to Replace Acting Administrators With Promoted Teachers
The Teachers Service Commission (TSC) has announced plans to replace teachers currently serving in administrative roles on an acting basis but who failed to secure promotion. Consequently, individuals occupying positions such as senior teachers, senior masters, deputy headteachers, deputy principals, headteachers, and principals without successful promotion will be reassigned.
Last year in September, the Commission advertised 36,505 promotion slots, following which it released a comprehensive list spanning 724 pages containing the details of successful candidates. Subsequently, TSC has commenced the issuance of promotion letters to successful candidates through their respective county directors.

Between January and March of this year, the Commission elevated several deputy teachers to acting headteachers and principals across various primary and secondary institutions. This comes amidst a wave of retirements among headteachers and principals, presenting TSC with significant challenges.
In an effort to mitigate any staffing gaps in schools, TSC has instructed county and sub-county directors to ensure continuity in educational leadership roles.
Teacher promotion interviews were conducted by TSC in December and January, with primary school teacher interviews occurring in December 2023 and post-primary school teacher interviews in January 2024. Approximately 150,000 teachers were shortlisted for these interviews.
All 36,505 successful candidates will receive promotion letters from TSC, contingent upon their submission of five Chapter six documents, as mandated by the Kenyan Constitution on ‘Leadership and Integrity’.
These documents include a Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI), a Clearance Certificate from the Higher Education Loans Board (HELB), a Tax Compliance Certificate from the Kenya Revenue Authority (KRA), clearance from the Ethics and Anti-Corruption Commission (EACC), and a Clearance Certificate from an approved Credit Reference Bureau (CRB).

It has been indicated by TSC that those promoted to deputy and headteacher positions will likely be reassigned outside their current sub-counties. Conversely, individuals promoted to senior teacher roles are expected to serve primarily within schools in their current sub-counties with available vacancies.
Meanwhile, those promoted through confirmation will continue serving in schools where they have been acting for an extended period.
Teachers who were unsuccessful in securing promotion will receive regret letters as evidence of their participation in the interviews.
