TSC to Only Confirm JSS Teachers Who Renewed Contracts This Year

In the presentation of the 2024 – 2025 budget appropriations in Parliament yesterday, Ndindi Nyoro, Chairman of the Budget and Appropriations Committee, disclosed that the Teachers Service Commission (TSC) plans to confirm the employment status of over 25,000 junior and primary school teachers who were initially hired on internship terms.

Only those who have renewed their internship contracts will be transitioned from internship to permanent and pensionable terms (pnp). The Commission is set to confirm the status of 20,000 intern teachers recruited in February 2023. Graduate intern teachers will be placed in job group C2, while those with PTE certificates will commence at grade B5.

Funding for the confirmation of these teachers has been incorporated into the 2024 – 2025 budget, alongside an allocation to hire an additional 20,000 intern teachers this year. The move is part of the ongoing efforts to address the significant shortage of teachers in junior secondary schools, as acknowledged by TSC.

Dr. Nancy Macharia, the Chief Executive of TSC, recently announced plans to recruit at least 20,000 new teachers to address staffing gaps in junior schools. The shortage is evident as junior secondary schools currently require 99,045 teachers, while only 56,928 are currently employed.

To further address the situation, TSC is redeploying P1 teachers to junior schools, following the revelation that primary schools have an excess of 18,194 teachers due to a reduction in the number of classes with the implementation of the new curriculum.

In a bid to promote P1 teachers to junior school positions, the Commission has advertised 6,000 deployment slots for graduate P1 teachers. Serving primary school teachers with a degree in secondary education, a C+ in KCSE, and C+ in two teaching subjects were required to apply online by March 18, 2024.

TSC has consistently assured intern teachers of their conversion to pnp status in January 2025 after completing their two-year internship contracts. President William Ruto emphasized the government’s commitment to this policy shift, stating that internships across all government agencies and departments would now last for two years.

Ruto assured junior school intern teachers of permanent employment once they fulfill their two-year contract.
