In order to ensure fairness and equal opportunities for all applicants, the Teachers Service Commission (TSC) has outlined a set of guidelines for the selection process of teachers.
These Primary guidelines aim to make the process transparent, accessible, and merit-based.
TSC Sub-County Directors, in collaboration with County Directors, play a crucial role in implementing these guidelines.

Accessible Venues for Applicants with Disabilities
The TSC recognizes the importance of providing accessible venues for applicants with disabilities.
TSC Sub-County Directors, in liaison with their respective County Directors, have been instructed to ensure that selection venues are accessible to all applicants, including those with disabilities.
This commitment to inclusivity ensures that no qualified applicant is disadvantaged due to physical barriers.
Generation and Sharing of Applicants’ Lists (Merit List)
Once the Applicants’ Lists are generated, the TSC County Director shares these lists with the TSC Sub-County Directors.
It is the responsibility of the Sub-County Directors to convene the Sub-County Selection Panels.
These panels are tasked with identifying interview venues, dates, and times.
The information regarding the selection process is then communicated to the TSC Headquarters for verification and subsequent publication.
Verification of Documents and Communication of Interview Details
All applicants are invited to participate in the document verification exercise.
The TSC ensures transparency by publishing the interview venue, date, and time on its official website at least seven days prior to the interview.
This allows applicants to adequately prepare and plan for their participation in the selection process.
Verification Exercise and Compilation of Merit Lists
The verification exercise is conducted at the Sub-County level under the leadership of the TSC Sub-County Selection Panel, led by the Sub-County Director.
This exercise aims to ensure that all applicant documents are valid and meet the required qualifications.
After the verification exercise, the TSC Sub-County Director compiles a Merit List of all applicants whose documents have been verified.
These Merit Lists serve as the basis for teacher recruitment within the financial year.
Criteria for Selection in Case of a Tie
In the event of a tie in the ranking during the selection process, the TSC has established a set of criteria to determine the selection. The criteria are as follows:
a) Length of stay since graduation: Applicants who have graduated earlier are given priority.
b) Strength of academic and professional certificates: Applicants with higher academic and professional qualifications are given preference.
It is important to note that if applicants tie at the points awarded for PTE/DPTE Upgrade Certificate, aggregate KCSE grades or its equivalent will be considered.

In the table above, the scoring areas for the Diploma in Primary Teacher Education (CBC Upgrade) are listed along with their respective maximum scores.
The actual scores obtained by the applicant can be filled in the “Actual Score” column.
The grand total for the panel score sheet is 100.
C. Diploma in Primary Teacher Education (CBC Upgrade):
Teachers who have pursued a Diploma in Primary Teacher Education (CBC Upgrade) demonstrate their dedication to professional development and their willingness to adapt to new teaching methodologies.
