TSC Promotions Looming For Teachers In ASAL Areas.
Affirmative action will be used to promote teachers serving as school administrators in Arid and Semi-Arid Land (ASAL) and difficult-to-staff areas.
Senior teachers and masters, deputy headteachers, and acting school heads who have been in their current position for at least three years are among those to be considered for promotion.
Teachers will be promoted in accordance with the current Career Progression Guidelines, according to the Teachers Service Commission (TSC) circular number 14/2021.
The TSC, on the other hand, stated that teachers serving in ASAL and hard to staff areas and holding administrative positions in an acting capacity will be promoted progressively until they achieve grades commensurate with their respective positions.
Collins Oyuu, secretary-general of the Kenya National Union of Teachers (Knut), congratulated the move following the signing of the Collective Bargaining Agreement (CBA) 2021 – 2025 with TSC.
Oyuu clarified that TSC has listed the hardship areas and maintained that they are putting administrators on acting capacity regardless of grade, who will continue to serve in those administrative positions in the difficult to staff areas until they achieve their respective grades for confirmation.
Oyuu went on to say that the TSC is looking at an individual teacher’s interest in serving in an acting capacity of administration in those areas prior to one’s grade until the teacher attains the full grade of administrator for full confirmations of the position the teacher was acting in previously.
According to sources, more teachers will be promoted and hired after the July budget. Treasury Cabinet Secretary Ukur Yatani has added Sh14.9 billion to the TSC’s budget, which has increased to Sh296.6 billion from Sh281.7 billion this year.
TSC will receive an additional Sh15 billion for the fiscal year 2022–2023, with the extra funds intended to cover pay increases and the hiring of new teachers. In addition, the National Treasury has allocated an additional Sh70.8 billion to ministries for recurrent expenditure, which includes the annual pay increase.
Following interviews conducted by the Teachers Service Commission in November, a total of 1,963 teachers have already been promoted (TSC). The Commission interviewed 1,376 teachers who were seeking promotions as Heads and Deputy Heads of institutions in ASAL and Hard to Staff areas.
Shortlisted candidates were interviewed for 1,043 positions ranging from Grade C2 (TSC Scale 7 Senior Teacher 2) to Grade D5 (TSC Scale 15 Chief Principal). Between the 1st and 12th of November 2021, the teachers’ employer held promotion interviews at the Regional and County offices for 2,419 shortlisted teachers.
The promoted teachers will fill positions ranging from Grade C2-TSC Scale 7 (Senior Teacher II) to Grade D5 TSC Scale 15. (Chief Principal).
According to TSC Chief Executive Nancy Macharia, approximately 1,040 teachers will be promoted under this category. Another 923 teachers will be promoted to positions of head and deputy head in ASAL areas.
According to Dr. Macharia, the promotion of teachers in Asal was a deliberate affirmative action to help them grow. The parties agreed in the recently signed Collective Bargaining Agreement (CBA) with trade unions that all teachers holding administrative positions in ASAL areas will be promoted.
The new CBA also phased out teacher service schemes, replacing them with the Career Progression Guidelines (CPGs.) According to TSC communication, all promotions are based on Career Progression Guidelines for Teachers.
The interviews were conducted between November 1 and November 12. The information is contained in a brief on teacher promotions. At least 53 teachers have been chosen to take on the role of Chief Principal. Another 40 will be promoted to Senior Principal, and 49 will be promoted to Principal.
For deputy principals I, 33 teachers were interviewed and will fill the positions. Another 15 will be promoted to deputy principal II positions. Sixteen teachers will be promoted to the senior lecturer I, while 18 will be promoted to senior lecturer II.
TSC has also chosen 34 teachers to be promoted to curriculum support officer I, with nine being promoted to curriculum support officer II. 63 teachers will be promoted to senior headteacher positions.
According to the communication, 233 teachers will be appointed as deputy headteacher II. Another 233 will be appointed to senior headteacher I positions, and a similar number will be appointed to senior teacher II positions.
In terms of ASAL promotions, 19 will be promoted to principal positions, while 12 will be promoted to deputy principal II positions. Only two people have been chosen to be senior master II and deputy principal III, while 46 others will be senior master III (job group C5).
165 teachers have been chosen to advance to senior master IV, with another 16 set to take positions under senior master II and deputy principal III. 24 teachers will be promoted to the position of secondary teacher I, and 111 will be promoted to the position of deputy headteacher I/head teacher (job group) (C5).
Others include 263 teachers who will be promoted to senior teacher II and 122 others who will be promoted to senior teacher II.
Over the last year, the commission promoted over 100,000 teachers in accordance with the 2017-21 collective bargaining agreement, which expired on June 30.
There are 15,407 teachers among them, who were interviewed in December 2020 and February of this year.
The remaining 99,078 were promoted through the newly established common cadre, while 712 teachers and institutional administrators in ten Asal regions were promoted through affirmative action, according to the commission.

P1 teachers in job group B5 were promoted to job group C1, diploma holders in job group C1 were promoted to job group C2, and degree holders in job group C2 were promoted to job C3.
A teacher must have served in their current job group for three years, according to the career progression guidelines.
