TSC Promotion Letters Out Amid Teachers Protest: Mandatory Documents for Teachers’ Promotion Compliance
Despite facing protests from teachers, the Teachers Service Commission (TSC) has initiated the release of teacher promotion letters to counties.
The Commission has completed publishing part of the letters from the validated list on its website, and sources indicate that they are now being released to the respective counties.
Teachers must have their TSC numbers on the list to receive promotion letters, as emphasized by TSC.
On its website, TSC published a 724-page list containing only the TSC numbers of the 36,505 teachers successfully promoted following interviews conducted in December and January.
The Kenya National Union of Teachers (Knut) and the Kenya Union of Post-Primary Education Teachers (Kuppet) criticize the lack of full details about the promoted teachers by the employer. They question why the Commission did not provide the actual names corresponding to the TSC numbers for audit purposes, asserting that without real names, even deceased teachers could make it onto the merit list.
The 36,505 successful teachers are set to receive promotional letters and must submit five Chapter Six documents in line with the Kenyan Constitution on ‘Leadership and Integrity.’
The mandatory documents and associated costs are listed below:
- A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI) costs 1,050/-
- A clearance certificate from the Higher Education Loans Board (HELB) costs free.
- A tax compliance certificate from the Kenya Revenue Authority (KRA) costs free.
- Clearance from the Ethics and Anti-Corruption Commission (EACC) is free.
- A clearance certificate from an approved credit reference bureau (CRB) costs 2,200/-
TSC hints that it will post those promoted to deputy and headteacher positions outside their current sub-counties, while senior teachers promoted are more likely to serve within schools with vacancies in their current sub-counties. However, those who are promoted through confirmation will serve in schools where they have been acting for years.
Unsuccessful teachers will receive regret letters, serving as evidence of their interview attendance. TSC conducted interviews in December and January after advertising vacancies in September of the previous year, shortlisting at least 150,000 teachers for interviews.
The promotion interviews for primary school teachers were conducted from December 4th to December 15th, 2023, while secondary school teachers and Teacher Training College (TTC) tutors had their interviews from January 3rd to January 16th, 2024.
