According to the Teachers Service Commission, the country requires 103,000 teachers to address the current shortage and fully implement the Competence-Based Curriculum (CBC) system.
The commission is currently facing a crisis because approximately 25,000 teachers aged 58 and up will retire in the next two years.
Minet Kenya data reveals that three teachers die every day, for a total of 1,095 deaths per year. In the previous five years, the 2020/2021 period had the most deaths (1,430), while 2015/2016 had the fewest (880).
There are over 300,000 teachers who are currently qualified and registered with TSC but have not yet been hired in public service despite the teacher shortage.
According to the Teachers Service Commission (TSC), the mushrooming of schools in the country has contributed to a teacher shortage. TSC Chief Executive Officer said that mushrooming of schools is putting a strain on the existing facilities, which are insufficient for students
The Commission described the plan to hire 5,000 teachers per year as “a drop in the ocean” adding that the teaching profession loses between 8,000 and 10,000 teachers each year due to retirement, natural causes, or death.
“Due to budget constraints the government is employing a partial 5,000 teachers every year which is a drop in the ocean,” said TSC Chief Executive Officer Nancy Macharia.
During the National Budget, Cabinet Secretary Ukur Yatani Kanacho proposed a Ksh 2.5 billion budget allocation to support teacher recruitment in the fiscal year 2021/2022.
TSC Chair Dr Jamleck Muturi stated that the commission is working with the National Government to increase funding for recruitment and staff balancing in educational institutions.
Dr Jamleck stated that the country’s schools are facing challenges due to a lack of infrastructure and learning materials at a time when the country is experiencing an economic crisis as a result of the COVID-19 pandemic.
Unemployed P1 Teachers To Be Employed Despite Policy Change.
According to the Teachers Service Commission, unemployed teachers with the now-obsolete P1 teaching certificate qualification will be prioritized in future employment.
TSC ruled out fear that teachers who had upgraded from a certificate to a diploma qualification would be barred from future employment by the commission.
This is after TSC launched a retraining program in August for unemployed teachers with P1 certificates to upgrade to the new nine-month Diploma in Primary Teacher Education, which corresponds to the current requirement.
“Remember when we were training certificate P1 teachers it was a government policy. All those trained before the policy came in place must be employed and they will not be disadvantaged,” Macharia said.
Despite the commission receiving funding each year to hire only 5,000 teachers, Some parts of the country have recently become incredibly challenging due to environmental conditions, insecurity caused by ethnic strife, banditry, and terrorism, among other things.
Posting and retaining teachers in such areas presents unprecedented issues, forcing TSC to withdraw such teachers to a safer environment.

According to Dr Margaret Mwakima, Principal Secretary for Vocational and Technical Training, the government plans to hire 3,000 trainers in Technical and Vocational Education and Training (Tvet) institutions this year.
She stated that the government employed 3,000 teachers last year, with 2,000 having a bachelor’s degree and 1,000 having a diploma.
Students under the Competency-Based Curriculum (CBC) will begin junior secondary school in January 2023 and senior secondary school in January 2026.
The transition from senior secondary school is expected to occur in 2029 when more than 1.2 million Grade 5 students will enter university.
