
TSC Disputes Reports of teachers staying for 10 years in the same job group.
Teachers Service Commission (TSC) Chief Executive Officer Nancy Macharia informed the National Assembly Departmental Committee on Education that all teachers were promoted by the end of 2017, at a cost of Sh54 billion to the government.
According to Macharia, the allegation that some teachers had remained in the same grade for as long as ten years was not true.
He stated as much before the committee in the Parliament buildings.
She argued that a teacher could not have remained in the same job grade for more than four years, and that the government was doing all necessary to advance them.
Committee Chair Tinderet MP Julius Melly tasked the CEO with explaining why it had failed to hire 5,000 intern teachers on permanent terms despite having allocated funding for this purpose.
The CEO stated that they would be given priority in the current recruitment process.
“I would like to inform Teachers Service Commission there are many unemployment cases and it should be very fair in the implementation of the government plan to employ 30,000 teachers across the country in the next few days to ensure that deserving cases are prioritised,” said Melly.
Macharia stated that vacant teaching positions will be distributed equitably to ensure that all 47 counties receive sufficient teachers to meet shortages.
The government has allocated Sh1.4 billion for the process of promoting 15,552 teachers.
She informed the committee that prior to 1998, teachers were hired immediately after graduating from university and college. This practice has existed since independence.
Since then, it has been performed based on demand or the availability of cash, and the procedure has been enhanced in recent years.
Since 2019, according to Macharia, 26,000 post-primary teachers have been hired permanently, while those hired on contract have received three-year renewable terms.
Since 2019, 28,000 teachers have been employed.
