TSC Dispatches Team to Schools for Comprehensive Teacher Performance Evaluation

A team of officers from the Teachers Service Commission (TSC) has been dispatched to visit schools with the purpose of, among other things, evaluating the work performance of teachers.

A group comprising TSC Quality Assurance and Standard Officers (QASO), as well as representatives from TSC County and Sub-County offices, will visit each school in order to inspect the work of the instructors.

Headteachers participating in the Teacher Induction Mentorship and Coaching (TIMEC) program will also be evaluated by the TSC.

As previously stated, the Commission anticipates that the mentorship and guidance program will enhance the job performance of educators.


The TIMEC is a well-organized teacher support program that promotes the adoption of preventative measures for the management of professional conduct and performance among educators.

The TIMEC program was designed by TSC in pursuit of a more comprehensive objective of enhancing the professional ethics and practices of educators.

The objective of the program is to enhance the competencies and skills of educators, in addition to their understanding of the teaching profession’s governing laws, regulations, policies, procedures, values, and standards.

The Commission team will additionally assess the readiness of teachers and class attendance. This includes examining whether teachers have prepared lesson plans and schemes of work, graded attendance registers and students’ assignments, and developed teaching aides.

Observations of classroom lessons will also be performed in order to evaluate the instructors’ quality of instruction.

Field services are crucial to the implementation of Teacher Performance Appraisal and Development, according to TSC CEO Nancy Macharia.

A substantial number of deputy headteachers were promoted to the position of Curriculum Support Officer (CSO).

Macharia stated in her report to the Education Committee that the services are essential for the implementation and supervision of Performance Contracts, as mandated by section 11(c) of the TSC Act 2012.


Macharia stated, “They play a big role in the timely dispensation of pending discipline cases and the implementation of teaching standards.”

Additionally, the TSC will assess the teacher performance and appraisal development (TPAD) implementation.

Using TPAD system 2, the TSC is able to assess the performance of teachers in accordance with the organization’s predetermined criteria.

The official implementation of the system commenced in 2016 with the primary objective of enhancing teacher performance and, by extension, student academic achievement.

Seven teaching standards are used by TPAD to evaluate the caliber and efficacy of teachers: promotion of co-curricular activities, professional knowledge and application, time management, innovation and creativity in instruction, and learner protection and safety.
