TSC Asks Primary Teachers to Seize Advertised Promotion Opportunities: Requirements

The Teachers Service Commission (TSC) has called upon P1 teachers to make use of the promotion slots advertised before the deadline set by the commission.

A total of 6,000 promotion slots have been advertised by the TSC, aimed at deploying practicing PTE teachers to junior schools. The commission has emphasized the need for serving primary school teachers with a degree in the secondary option to submit their applications online before the deadline on March 18, 2024.

According to the plans of the TSC, the third batch of qualified PTE teachers will be deployed to teach in junior schools starting May 2024. The deployment process will commence as soon as the documents of the teachers are verified by their respective Sub-County Directors.

Following this verification, the commission will scrutinize the documents of successful teachers at the headquarters to ensure that only qualified teachers with valid documents are posted.

In January, TSC acknowledged the severe teacher shortage in junior secondary schools. CEO Nancy Macharia highlighted the need for 99,045 teachers, while the current number stands at 56,928.

Primary school teachers interested in deployment to JSS must meet specific requirements:

  • They must be registered as active teachers with the TSC.
  • They should hold a position as a primary school teacher with the TSC.
  • They must not be under interdiction or undergoing any disciplinary processes.
  • A minimum of a Diploma in Education is required, with a minimum of C+ at KCSE (or its equivalent) in two teaching subjects.
  • Those with a minimum of C (plain) at KCSE (or its equivalent), who have undertaken a Diploma in Education along with a Bachelor Degree in Education, are also eligible.
  • The degree certificate must be in Bachelor of Education; holders of Bachelor of Education (Primary Option) are ineligible.

During the verification exercise, candidates are expected to present various documents including their degree/diploma certificates, academic transcripts, SNE qualification (where applicable), KCSE certificate, current payslip, and a declaration by the Head of Institution confirming their employment status and disciplinary history.

The first and second cohorts of P1 teachers have already been deployed to start teaching Grade 7 and 8 learners in the junior secondary school section. However, many of these teachers experienced delays in starting to receive their new salaries.

TSC received a total of 10,833 deployment requests from qualified primary school teachers for Junior Secondary Schools. In response to these requests, TSC CEO Dr. Nancy Macharia issued clear directives to expedite the payment process for the deployed teachers.

“All these processes must be conducted online through the Posting, Entry/Exit Reports Module as the Commission no longer recognizes nor processes hard copy casualties,” stated Macharia in a circular dated 17th February 2023.

Under pressure to address the serious teacher shortage, the Commission aims to deploy more teachers to junior secondary schools. Deployed teachers are predominantly in job groups C1, C3, and C4, with those holding degree certificates placed in job group C2 initially, serving for three years before automatic advancement to job group C3.

The Sub County Directors have been instructed by the Commission to ensure that teachers with Special Needs Education (SNE) qualifications are posted to special junior secondary schools.
