The Teachers’ Service Commission (TSC) wishes to fill vacant positions. 

Applications are invited from suitably qualified candidates to fill the post.

1. DEPUTY DIRECTOR, PLANNING AND RESEARCH, TSC GRADE 5 – (1) POST 

The Deputy Director, Planning and Research will be responsible for the development of research policies, strategies, and plans; coordinating the design of research methodologies; developing and managing research systems and instruments; undertaking research and promoting innovations.

It will also be responsible for providing technical support in the development, monitoring, and evaluation of the Commission’s Strategic Plan, formulation of relevant policies, and administration of Performance Contracting. 

Requirements for an appointment: 

For appointment to this grade, a candidate must have: 

(i) Served in the grade of Assistant Director, Planning Policy Research and Innovation for a minimum period of three (3) years or in an equivalent position for a minimum continuous period of twelve (12) years; 

(ii) Bachelor’s degree in any of the following fields: Economics, Statistics, Economics and Mathematics, Economics and Statistics or equivalent qualification from a recognized institution; 

(iii) Master’s degree in any of the following fields: Economics, Statistics, Mathematics, Public Policy, Project Planning, and Management, or equivalent qualification from a recognized institution;

(iv) Possess certification in Quantitative and Qualitative research methods; 

(v) Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution; 

(vi) Met the requirements of Chapter six (6) of the Constitution; 

(vii) Certificate in computer application skills; and 

(viii) Demonstrated merit and ability as reflected in work performance and results. 

Competencies Required 

(i) Ability to influence the direction and strategic thinking; 

(ii) Ability to make quality decisions, build partnerships, lead and empower others, manage performance, and manage resources. 

(iii) Possess a minimum of seven (7) years of continuous experience in research in a reputable organization; 

(iv)Demonstrate working experience in progressive data management and research responsibilities in a Research unit; 

(v) Demonstrate familiarity with a variety of research field concepts, practices, and procedures as reflected in work results; 

(vi)Have working industry knowledge of relevant emerging research trends and practices;

(vii) Demonstrate good experience in research dissemination processes, including presentations; 

Duties and Responsibilities 

The Deputy Director of Policy Planning and Research will be answerable to the Commission Secretary for the management of the Policy Planning and Research Function.

 Duties and responsibilities at this level will entail: –

1. Proposing to the Commission secretary the key priority areas for research in liaison with various service areas; 

2. Assessing the scope of research projects and ensuring they are on time and within budget. 

3. Coordinating the formulation of research and development proposals; 

4. Developing resource mobilization proposals for sourcing grants to support research; 

5. Providing technical support to service areas in developing research proposals; 

6. Disseminating both national and international research findings to the relevant stakeholders; 

7. Development of publications on different topical areas relevant to the organizational contributions to the body of knowledge; 

8. Publishing the research findings that have been carried out after dissemination to the relevant stakeholders in the journal so as increase awareness and information on the researched issue. 

9. Reviewing and sharing TSC research and academic journals in various areas for knowledge management of the institution and enhancing the development of quality programs 

10. Establishing effective mechanisms for the generation of research intelligence to inform policy and domestication processes. 

11. Overseeing the provision of technical services by developing long-range plans, analyzing current policy status, and identifying gaps; 

12. Directing budget preparation and expenditures of the Division and recommending future funding requirements; 

13. Monitoring and evaluating the implementation of the Commission’s Strategic Plan and related programs; 

14. Ensuring the Commission’s policy frameworks are developed in conformity with established standards; 

15. Mentoring and coaching staff in the Division; and 

16. Supervising and appraising staff in the Division.

The Terms and remuneration benefits for this Grade: 

– Basic Salary Scale: 

– Kshs.192,782 – Kshs.288,051 

– House Allowance: Kshs.45,000 

– Commuter Allowance: Kshs.16,000 

– Leave Allowance: As provided in TSC Secretariat 

– Annual Leave: 30 working days per calendar year 

– Medical Cover: As provided in the TSC Secretariat Medical Scheme 

– Terms of Service: Five (5) year contract renewable once subject to satisfactory performance. 

2. DEPUTY DIRECTOR, LABOUR AND INDUSTRIAL RELATIONS, TSC GRADE 5 – (1) POST 

Position Summary 

This position is responsible for coordinating the development and implementation of strategies, policies, procedures, and programs designed to govern the Commission’s relationship with its social partners, stakeholders, and employees in matters touching on Labour and industrial relation in compliance with the prevailing Labour Laws. 

It is also responsible for coordinating strategies aimed at enhancing industrial harmony in the teaching service as well as an effectiv
e representation of TSC in courts of law and other contractual engagements. 

Requirements for appointment 

For appointment to this grade, a candidate must have: – 

(i) Served in the grade of Assistant Director (Legal Services) for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of twelve (12) years; 

(ii) Bachelor of Laws Degree (LLB) from a recognized institution; 

(iii) Master’s degree in any of the following fields: Law, Labour relations, or equivalent qualification from a recognized institution; 

(iv) Postgraduate Diploma in Law from the Kenya School of Law; 

(v) Current Advocates Practicing certificate;

(vi) Certificate in a Leadership Course not lasting less than four (4) weeks from a recognized institution; 

(vii) Met the requirements of Chapter six of the Constitution; 

(viii) Certificate in computer application

6. Leadership, Mentorship, and Coaching Skills Duties and Responsibilities The Deputy Director of Labour and Industrial Relations will be answerable to the Director of Legal, Labour & Industrial Relations for the management of Labour Industrial and Relations. 

Duties and responsibilities at this level will entail: 

1. Coordinating the development and implementation of the labor and industrial relations strategy, geared to the execution of the Commission’s overall strategic plan; 

2. Leading in the preparation of the divisional annual work plan to facilitate the implementation of the Commission’s labor and industrial relations strategy within the set timelines while maintaining the standards of quality; 

3. Leading in the development of policies, systems, and procedures that contribute to the legal framework to strengthen the provision of industrial relations services; 

4. Coordinating the implementation of the division’s budget by ensuring efficiency and effectiveness in the administration of the institution’s financial resources; 

5. Leading in the preparation, implementation, and submission of the divisional Quarterly Reports; 

6. Coordinating the identification and sensitization of the staff on all labor and industrial relations risks arising from legal suits and policies and procedures executed by the Commission; 

7. Organizing and coordinating research on the best labor practices, labor instruments, conventions, and labor laws in the labor market;

8. Coordinating the provision of legal advisory services on labor and industrial relations matters, registered disputes, and Management of employee discipline procedures and processes; 

9. Coordinating the development of legal advisory opinions to the Commission Secretary and preparation of Board Papers on labor and industrial matters; 

10. Coordinating the Preparation of Recognition and Collective Agreements in liaison with relevant stakeholders; 

11. Developing and implementing industrial relations strategies that foster harmonious industrial relations between the Commission and its social partners; 12. Coordinating the drafting and submission of Parliamentary responses by different service areas of the Commission; 

13. Coordinating engagements with social partners, and relevant state and non-state agencies on all matters related to industrial relations; 

The terms and remuneration benefits for this grade are: 

– Basic Salary Scale: Kshs.192,782–Kshs. 288,051 

– House Allowance: KSH 45,000 

– Commuter Allowance: Kshs.16,000 

– As provided in TSC Secretariat

– Annual Leave: 30 working days per calendar year 

– Medical Cover: As provided in the TSC Secretariat Medical Scheme 

– Terms of Service: Five (5) year contract renewable once subject to satisfactory performance 

3. DEPUTY DIRECTOR HUMAN RESOURCE DEVELOPMENT, TSC GRADE 5 – (1) POST 

Position Summary

The position will be responsible for: implementing and promoting the best human resource function which involves the development of both teachers and secretariat staff, identification of training needs, preparation, and updating of skills inventory, preparation of training projections, training, general coordination of training activities, monitoring, and evaluation as well as assessing the impact of training for the Commission and managing the resource center.

Requirements for Appointment 

For appointment to this grade, an officer must have: – 

(i) Served in the grade of assistant director for a minimum period of three (3) years or in an equivalent position for a minimum continuous period of twelve (12) years; 

(ii) Bachelor’s degree in Human Resource Management from a recognized institution; or Bachelor’s degree in social sciences, education, business administration, or a related field from a recognized institution plus a Diploma In Human Resource Management; 

(iii) Master’s degree in any of the following fields: human resource management, human resource development, education, business administration, or equivalent qualifications from a recognized institution; 

(iv) Training of trainers (ToT) certificate from a recognized institution; 

(v) Certificate in leadership course lasting not less than four (4) weeks from a recognized institution;

(vi) Certificate in computer applications skills; 

(vii) Met the requirements of chapter six of the constitution; and 

(viii) Demonstrated merit and ability as reflected in work performance and results 

Competencies Required

Duties and responsibilities 

The Deputy Director of Human Resource Development will be answerable to the Director of HRM&D for the management of the Human Development Function. Duties and responsibilities at this level will entail: – 

1. Overseeing the development and implementation of the human resource development strategy; 

2. Overseeing the preparation of the training budget; 

3. Developing training and development policies and procedures;

4. Overseeing the divisional and individual work plans in the division; 

5. Ensuring implementation of training programs; 

6. Providing leadership in competency needs assessment; 

7. Developing and reviewing the competency framework for the secretariat staff; 

8. Providing leadership in the management of staff performance appraisal process in the division; 

9. Ensuring maintenance of skills inventory for secretariat staff; 

10. Ensuring implementation of induction programs for new employees; 

11. Overseeing training needs analysis; 

12. Designing overall training plan; 

13. Ensuring all training activities are properly coordinated; 

14. Monitoring and evaluating training activities; 

15. Ensuring that impact assessment
is carried out; 

16. Resource mobilization for training funds; 

17. Overseeing the management of the Commission’s resource Centre; 

18. Coordinating the preparation of the training budget; 

19. Organizing induction programs for new employees; and 

20. Coordinating the internship and industrial attachment program

The terms and remuneration benefits for this Grade: 

– Basic Salary Scale: Kshs.192,782 – Kshs.288,051

4. HUMAN RESOURCE OFFICER I, TSC GRADE ‘9’ (14) POSTS 

Requirements for appointment 

Applicants must have the following: – 

(i) Bachelor’s Degree in Human Resource Management; OR Bachelor’s Degree in Social Sciences plus a Diploma in Human Resource Management; 

(ii) Must be a professional member of IHRM 

(iii) Certificate in computer applications skills; and Duties and Responsibilities This is the entry and training grade for this cadre. 

An officer at this level will work under the guidance of a senior officer.

 Specific duties and responsibilities will entail: 

1. Authorizing leave; 

2. Authorizing payroll data amendments; 

3. Attending to general correspondence; 

4. Verifying information relating to recruitment, appointment, transfers, and salary payment; 

5. Issuing letters of appointment and confirmation; 

6. Issuing retirement notices; 

7. Processing of separation documents/benefits;

8. Supervising staff; 

9. Validating information collected on letters of promotion, probation, and appointment; 

10. Responding to teachers’ queries on HR issues; and 

11. Capturing teachers’ data on appointments and any other changes that may arise. 

The terms and remuneration benefits for this Grade: 

– Basic Salary Scale: Kshs.51,023 – Kshs.88,789 

– House Allowance: Determined by Work Station as per SRC guidelines 

– Commuter Allowance: Kshs.5,000 

– Leave Allowance: As provided in TSC Secretariat 

– Annual Leave: 30 working days per calendar year 

– Medical Cover: As provided in the TSC Secretariat Medical 

– Scheme Terms of Service: Permanent and Pensionable 

5. ACCOUNTANT I, TSC GRADE ‘9’ (4) POSTS 

Requirements for appointment 

Applicants must have the following: – 

(i) Kenya Certificate of Education (KCSE) Mean grade of C (Plain); 

(ii) Bachelor’s degree in any of the following disciplines: – Commerce (Accounting option), Business Administration (Accounting option), or equivalent qualification from a recognized institution; 

(iii) Certified Public Accountants (CPA) Part II or Association of Chartered Certified Accountants (A.C.C.A) level II; 

(iv)Certificate in computer applications skills; and Duties and Responsibilities 

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. 

Specific duties and responsibilities will entail: 

1. Verifying and controlling vouchers/authorized data sheets to ensure accuracy of records and that they comply with the laws and regulations;

2. Ensuring receipt for direct credits to the commission and obtaining an official receipt from the cashier; 

3. Verifying overpayment notifications; 

4. Ensuring debtors’ portfolio is regularly updated; 

5. Ensuring expenditure is charged into specific vote book accounts; 

6. Preparing monthly expenditure reports; and 

7. Ensuring facilitators are paid according to agreements. 

The terms and remuneration benefits for this Grade: 

– Basic Salary Scale: Kshs. Kshs.51,023 – Kshs.88,789 

– House Allowance: Determined by Work Station as per SRC guidelines 

– Commuter Allowance: Kshs. 5,000 

– Leave Allowance: As provided in TSC Secretariat 

– Annual Leave: 30 working days per calendar year 

– Medical Cover: As provided in the TSC Secretariat Medical Scheme 

– Terms of Service: Permanent and Pensionable
