TSC: 3,359 Schools Operate Without School Heads
As of the latest records, there are 1,918 primary schools operating without a head teacher and 1,441 secondary schools facing a similar predicament without a principal.
This dearth of leadership raises critical questions about the overall effectiveness and management of these schools, impacting the quality of education provided to students.
The Teacher Standards Council (TSC) acknowledged that it is short of qualified teachers to occupy leadership positions, which has resulted in the use of acting school heads.
TSC Chief Executive Officer Nancy Macharia states that the commission assigns teachers to act only when there is a shortage of qualified individuals possessing the necessary grades and experience for substantive appointments.

Macharia further stated that the registration process for new schools has proven to be a significant obstacle, which has created a leadership dilemma within the schools.
The promotion interviews, scheduled for December 4 through 6, will focus on the evaluation of candidates. Allegations have surfaced, pointing to a perceived lack of interest on the part of the teacher’s employer in the promotion process.
According to her statement, the commission is compelled to use acting administrators because the government has allocated no funds for the promotion of teachers to lead the newly established schools.
After the government allocated Sh1 billion, the TSC posted 36,505 job openings for promotions in November. Primary school teachers will be allocated a total of 17,914 positions from this pool.
In her Senate testimony, Macharia defended the rigorous and competitive nature of the promotion criteria.

“The Commission only posts head teachers and deputies who have undergone a rigorous promotional process,” the spokesperson stated.
