Treasury Releases School Capitation

Treasury Releases Second-Term School Capitation 

The government has released Sh16.9 billion to public primary and secondary schools as learners’ capitation for the 2022 second term after headteachers were warned not to send home students who have not paid fees.

Headteachers had complained that the high cost of living was making it difficult to run schools, especially with delays in government funding disbursement.

Education Cabinet Secretary George Magoha announced yesterday that Sh14.2 billion has been allocated to secondary schools, with Sh2.7 billion allocated to primary schools.

The money was delivered to schools by the National Treasury on Friday of last week and was reflected in school accounts yesterday.

The government currently funds schools in four equal quarters through free primary and free day secondary school funding.

Schools reopened for the second term on July 12 amid school heads’ concerns about high item prices, particularly in boarding secondary schools.

According to the principals, schools are underfunded, and parents are failing to fulfill their obligation to pay school fees on time, making it difficult to run the institutions.

Indimuli Kahi, the chairperson of the Kenya Secondary Schools Heads Association (Kessha), said yesterday that secondary schools began receiving funds in school accounts on Monday evening.

“However, we are yet to receive the ministry’s circular indicating the vote head allocation for the funds, we request the ministry to send it soonest,” said Mr. Kahi.

His Kenya Primary Schools Heads Association (Kepsha) counterpart, Johnstone Nzioka, also confirmed that funds have begun to arrive in primary schools’ accounts.

The CS was speaking at Hospital Hill School in Nairobi, where he had gone to inspect the construction of junior secondary Competency-Based Curriculum (CBC) classrooms.

Prof Magoha stated that the government will complete the remaining classrooms before the August 9 elections.

According to the CS, over 7,000 classrooms have been completed across the country so far. This month, the government began the construction of 3,500 new classrooms.

The government plans to open junior secondary schools in January.
