Teachers’ Medical Insurance in Limbo as TSC Budget Falls Short.

According to documents presented to the National Assembly, the National Treasury has raised the Teachers Service Commission’s (TSC) recurrent expenditure to Sh387.08 billion for the upcoming financial year, reflecting an increase of Sh21.66 billion from the previous budget.

Despite this upward adjustment, TSC revealed it received only 50 percent of the required allocation for teachers’ medical insurance.

While the total budget has been raised from Sh382.2 billion as stated in the Budget Policy Statement (BPS) to Sh387.7 billion in the current estimates, the Commission reported that Sh3.5 billion meant for group life insurance, group personal accident cover, and compensation under the Work Injury Benefits Act (Wiba) remains unfunded.

TSC’s Director of Finance, Cheptumo Ayabei, and Director of Legal, Labour and Industrial Relations, Cavin Anyuor, informed MPs during a session defending the 2025/2026 budget that, although they had engaged the Treasury to secure funding for intern teachers expected to serve a one-year term, no provision was made in the current budget for this purpose.

Additionally, the Commission disclosed a funding shortfall of Sh49 million for handling disciplinary cases. Moreover, no funds have been allocated for the Sh830 million intended for procuring motor vehicles, office furniture, equipment, and renovating sub-county offices.

During a separate appearance before the same committee two weeks earlier, TSC Chief Executive Officer Nancy Macharia reported that while the Commission had completed payment for the second-year policy ending November 30, 2024, delays in disbursement by the exchequer had hindered payment for the first and second quarters of the third policy period, which began on December 1, 2024, and March 1, 2025, respectively.
