SRC Scraps 6 Allowances for Civil Servants’ Different Job Groups
The Salaries and Remuneration Commission (SRC) announced on Monday that it will shortly restrict a number of state officer allowances.
The new directive from the SRC will have far-reaching ramifications and will affect civil servants from a variety of job categories employed by various Ministries, Departments, and Agencies (MDAs).
The following allowances will no longer be payable: plenary sitting allowance, ministerial allowance, and taxable car allowance.

Other examples include retreat allowances, committee sitting allowances, and taskforce committee allowances.
A representative of SRC stated that the six allowances were no longer payable.
This is despite the fact that members of parliament threatened to terminate the SRC in August 2022 after the commission proposed eliminating the plenary sitting allowance for MPs and Members of County Assembly (MCAs).
The lawmakers argued that this would have a significant impact on their revenue, as they are compensated for a minimum of four sittings per week.

In accordance with the circular issued by the SRC in August 2023, retreat allowances are paid to public officers participating in special assignments.
The remuneration is restricted to state officials who create and develop policy documents outside of the office.
SRC’s justification for eliminating the allowance was that a staff member’s capabilities are determined during the recruitment phase; therefore, additional allowances that do not provide value for taxpayer money are unnecessary.
SRC argued further that payment of a sitting allowance for institutional internal committee members in addition to their base salary would double their compensation.

SRC says that internal institution taskforce formations are to carry out the institution’s mission.
President William Ruto stated in June 2023 that the SRC should investigate methods to reduce the salaries of high-ranking state officers in order to reduce the country’s escalating wage bill.
