In the 2022/2023 supplementary budget estimates, the state department of basic education allocated Sh237 million to the Presidential Working Party on Education Reforms for six months to carry out its activities.

MPs questioned this allocation, with Malulu Injendi, the Vice Chair of the National Assembly committee on education, requesting an explanation of the activities that the task force had carried out to justify the large allocation.

President William Ruto gazetted the team, which comprises 49 members expected to submit recommendations on reforms in the basic education sector, the competency-based curriculum (CBC), and the higher education sub-sector.

The team’s leader, Raphael Munavu, is expected to provide guidance on the conduct of key tenets in the CBC, such as value-based education, community service learning, parental empowerment, and engagement.

They will also evaluate the assessment of learners, quality assurance, and standards of CBC.

In addition, the team will review legislation in institutions of higher learning, including technical and vocational training and universities, and provide recommendations for reforms in the higher education sub-sector.

These recommendations include the technology for curriculum delivery, improved learning outcomes, and education management, as well as public school categorization policies and their implications on access, transition, and cost.

The PS for the state department of basic education, Belio Kipsang, promised to provide an explanation of the terms of reference for the task force and submit a work plan and budget to the committee.

The task force will elaborate the activities they carried out and how they spent the Sh237 million allocation in the team’s work plan and budget.

In conclusion, the task force received a significant amount of money for a period of six months to carry out activities in the basic education, CBC, and higher education sub-sectors.
