Senators Expresses Concern Over Neglect of Special Education Schools
Senators express concern regarding the alleged neglect of special education institutions.
The Senate Committee on Education has criticized the Ministry of Education for its discriminatory treatment of disabled students and pupils, as well as the personnel who work with them.
The committee noted that since 2018, the ministry has not reviewed capitation fees for Special Schools, which house thousands of children across the nation.
In addition, the committee has denied a proposal by the Ministry to charge parents whose children have special needs, as, in the committee’s opinion, the parents should not pay anything to increase the capitation.
When senior ministry officers met with the committee under the direction of Senator Joe Nyùtù of Murang’a to discuss the challenges facing the institutions, this became clear.
The Committee Chair described as unjust the treatment of schools by the ministry that received the majority of the government’s annual budget.
Speaking to the press on the outer borders of the Lake Naivasha Resort meeting, Nyùtù remarked that the ratio of caregivers to students was inadequate.
Peris Tobiko, a senator-elect, noted that a 2018 ministry proposal to revise capitation funds for schools was never submitted to the Cabinet for approval.
Laikipia Senator John Knyua criticized the Ministry for the escalating financial disputes in the last few months despite receiving over Sh650 billion.
The Deputy Director of Special Needs Education, Abdi Moulia Abdi, acknowledged that capitation funds to the institutions were delayed, but that the issue had been resolved.
