Relief for Parents as Court Suspends Ministry of Education’s eCitizen Payment

The Ministry of Education directive instructing parents to pay school fees via eCitizen has been put on hold by the High Court, with Justice Chacha Mwita extending the suspension orders.

In his ruling, Justice Chacha assured that the government’s operations would not be affected by this suspension until the case is resolved. Consequently, the case is scheduled for mentioning on April 17, 2024, offering relief to parents before the half-term breaks and the start of the second term.

The Kenya Union of Post-Primary Education Teachers (KUPPET) and the Law Society of Kenya (LSK) have intervened in the case, which was originally set for today but was postponed.

President William Ruto had defended the directive, explaining that it is in line with the government’s efforts to streamline payment processes through a single pay bill number. While addressing the Kenyan diaspora in Tokyo, Japan, he emphasized the benefits of paying school fees through eCitizen and criticized the misuse of multiple pay bills.

Immigration Principal Secretary Julius Bitok supported Ruto’s stance, announcing on February 5 that more schools would be enrolled in the eCitizen program. He outlined a phased implementation approach, starting with national schools and extending to extra county and county schools.

KUPPET Secretary General Akello Misori, representing teachers, urged the government to adhere to the court orders.

Speaking after a meeting with union representatives in Kirinyaga, Misori emphasized the importance of public participation in technological changes, highlighting concerns that disadvantaged families might face barriers to education if the system is implemented without consultation.

Previously, the Ministry of Education had instructed parents of National school students to use the eCitizen portal or government pay bill number 222222 for fee payments.

Additionally, school headteachers were asked to provide their bank account details for analysis before the directive could be enforced.
