Raila Odinga Exposes Ruto’s Government KCPE Blunders That Led to Results Anomalies and Irregularities
Azimio leader Raila Odinga highlighted a blunder by President William Ruto’s administration on Wednesday, which resulted in huge inconsistencies in the publication of the 2023 Kenya Certificate of Primary Education (KCPE) examination results.
Raila stated in a news conference that Ruto’s administration had cancelled the contract awarded to a UK-based firm that was initially in charge of exam printing.
The Azimio leader, on the other hand, alleged that the government granted the tender to a Mombasa-based firm.
Raila said that the contract was canceled because the UK firm refused to pay bribes to the government.

Odinga says the government abruptly terminated this contract earlier this year because the UK company refused to provide kickbacks. The KenyA Kwanza government gave the KCPE contract to a politically linked local company situated on Mombasa Road in Nairobi without following any legal process.
According to Raila, the government was advised that the local company would be unable to print the exams and ensure their security on such short notice. “Nobody would budge because kickbacks were involved.”
Azimio’s CEO revealed that the company, headquartered on Mombasa Road, took the decision to outsource the printing of exam papers to an Indian company due to the urgency of meeting deadlines.
According to Raila, the UK firm, responsible for the security features on the exam papers, declined to provide the necessary codes for the multiple layers of encryption designed to safeguard the integrity of national exams.
Azimio la Umoja believes this process is to blame for the disaster seen in the KCPE results.
Raila further claimed that another company received the contract for transmitting results to the public on short notice, placing the entire process in jeopardy.

The Anomalies and Irregularities are as a result of the local company’s insufficient capacity to provide the required services.
“Grades in science, social studies, and religious studies were truncated. The rollout saw KCPE candidates get graded in subjects they never sat for. The system deployed could not produce the plus and minus signs; what a shame,” he said.
After the revelation, Raila took proactive measures by writing to all relevant parties, including the Directorate of Criminal Investigations (DCI), Teachers Unions, and Religious Organizations. The objective is to safeguard the integrity of national tests and ensure a fair and transparent examination process.
