Parliament Grills Minet Kenya’s Sh53 Billion Teachers’ Medical Scheme

Teachers’ Sh53 billion medical plan has come under fire from lawmakers.

Minet Kenya Insurance Brokers Ltd. was called into question by the National Assembly Education Committee on Tuesday. The committee accused the company of imposing unnecessary hardships on teachers in exchange for billions of shillings.

The members of parliament claimed that teachers had petitioned them to intervene, alleging that Minet’s nonpayment and approval delays were preventing them from entering health facilities.

Instructors expressed dissatisfaction with the fact that, in contrast to other programs, Minet health facilities could take up to four days to discharge patients. Seven days after treatment, they were also precluded from regaining access to health services.

The committee received information indicating that, although the requirement was repealed in June, teachers continued to be obliged to co-pay an additional Sh100 each time they visited hospitals.

Furthermore, the committee was informed that the insurance generated an estimated Sh300 million annually through three million doctor visits.

The 2015 contract with the Teachers Service Commission (TSC) entitled teachers to unlimited outpatient and inpatient services at certain health facilities.

Additionally, Minet Kenya coverage was to include Sh120,000 annually for maternity services, Sh60,000 annually for vision, and Sh40,000 annually for dental.

Minet CEO Sammy Muthui made every effort to persuade the committee as to why the contract ought to remain in effect during their meeting.

Except for the implementation, which is where the villain is, the contract document’s specifics appear to be quite sound and proper at first glance, according to committee chairman Julius Melly.

“Teachers want to have value for money,’’ said Melly.

Before treating a teacher, the system subjects them to a harrowing experience, forcing them to sit on a bench for hours, despite having medical coverage. Speaker Melly questioned why teachers endure such a challenging ordeal.

In response, Muthui assured that Minet Kenya is well-prepared for the task.

Melly explained that the medical scheme’s distinctiveness arises from the substantial number of insured lives and the provision of superior benefits, including an unlimited component.

Muthui maintained that Minet Kenya was capable of completing the assignment. Unique in its advantages is the teachers’ medical scheme. The primary reason for this, according to him, is the substantial number of insured lives and the exceptional benefits, of which a portion is unlimited.

M.P. Peter Oraro of Kibra questioned why, despite the allocation, the organization struggles to provide teachers with quality services.

“Do you honestly believe that your lack of payment to the service providers prevents you from accessing their offerings?” he inquired.

But Muthui insisted that Minet Kenya remains committed to providing services of high quality. Undoubtedly, setbacks are inevitable due to the enormity of the caseload. He stated, ‘‘indeed, because of the sheer volume of cases, setbacks are bound to happen. We acknowledge them and we take corrective measures when they do occur.”
