Parents Face Arrest for Failing to Enroll Form Ones; Lack of Uniform Not an Excuse

In an effort to achieve a full transition of students who undertook the 2023 KCPE exam to secondary school, Basic Education Principal Secretary Belio Kipsang emphasized the ministry’s commitment.

Kipsang warned that parents neglecting to enroll their children could face legal consequences, asserting that the lack of a uniform should not hinder a child’s attendance at school.

He stressed, “Parents found keeping their children at home will be addressed in accordance with the Basic Education Act, as all children are mandated to attend school, and the lack of uniforms is not a valid excuse.”

While addressing the issue in Mombasa, Belio observed a low turnout of Form One students during the ongoing admission process. Out of the anticipated 1.4 million students set to join secondary schools, only 80 percent had enrolled by the previous week.

The PS disclosed, “Enrollment figures stood slightly above 80 percent as of Friday.” The remaining 20 percent, comprising 280,000 students, was expected to complete their admission by the week’s end, with the PS expressing confidence in their prompt reporting.

The coastal region drew attention due to its meager 56 percent enrollment during the initial week of admission. Belio urged school administrators to offer assistance to students arriving without proper uniforms.

He underscored the importance of immediate enrollment, cautioning that students missing the current academic year risk dropping out, given the phasing out of the 8-4-4 curriculum in primary schools.

In a proactive move, the PS conducted a mop-up operation in the coastal region to facilitate the inclusion of 2023 KCPE candidates into Form One. As part of this initiative, he visited the homes of children in Mombasa County who had not joined Form One.

Collaborating with Interior PS Raymond Omollo, Belio facilitated the admission of a student at Mama Ngina Girls and another at Shimo la Tewa during the mop-up exercise for 2023 KCPE candidates entering secondary schools.
