As 2022 KCSE students pursue government funding through a newly introduced university funding model, parents and other interested parties are still uncertain whether to embrace the program launched on Monday, July 31, fully.

On Thursday, August 11, the Ministry of Education, managed by CS Ezekiel Machogu, offered clarification on the new model and outlined its differences from the old funding program in an effort to calm the dissenting voices.

  • What is the objective behind introducing the recently established government scholarship for higher education students?

The scholarship seeks to support students across tertiary institutions with their education based on fees levied in school and their financial background.

  • Who qualifies for the scholarship?

The scholarship is only offered to Kenyan students who appeared for their KCSE examinations in 2022. The candidates must also be placed at the Kenya Universities and Colleges Central Placement Service (KUCCPS).

  • Is it possible for a student to simultaneously request a loan (such as HELB) and apply for a scholarship within the same year?

A vulnerable student will qualify for an 82 percent scholarship and an 18 percent loan for the cost of the program.

A highly dependent student will receive a scholarship covering 70% of the course expenses, along with a 30% loan to cover the remaining cost of the course.

A disadvantaged learner will get a 53 percent scholarship, a 40 percent loan, and a 7 percent household share of the cost of the program.

A student who is less susceptible to financial risks (less vulnerable) will receive a scholarship of 38%, a loan of 55%, and the family will contribute 7% of the course expenses.

  • Can students under 18 apply for the scholarship?

Minors placed in any institution by KUCCPS can petition for a scholarship.

After turning 18 years old, individuals must update their profiles in order to maintain eligibility for the government’s scholarship and loan programs.

  • Is it a must for a student to register for the Higher Education Government Student Scholarship?

No, it is not mandatory.

  • What measures must one follow when applying for a Government Student Scholarship?

To apply for a scholarship, visit www.hef.co.ke. The documentation required includes academic records, biographical details, and the student’s residential and educational background.

“Ensure you have the necessary documents available, including the “Consent to Collect Personal Data” form,” read the statement in part.

  • Are the scholarships based on financial need, merit, or both?

Apart from financial needs, the scholarship is also founded on academic merit.

Beneficiaries have to apply through the funding website every academic year.

In such cases, individuals have the option to appeal or request a reconsideration of the awarded scholarship amount. Those who are unsuccessful in obtaining the scholarship also have the opportunity to appeal.

The scholarship is only available to Kenyan citizens.
